Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Requirement Public Works and Government Services Canada (PWGSC), on behalf of its client, the Department of National Defence has a requirement for the supply, delivery and provision of training at CFAD Dundurn, Dundurn, SK for one Demilitarization (Mutilation) Shredder and Granulator, model Shred-Tech ST-75E & STG-4 Shredding/Granulating System from Shred-Tech Corp. The shredder and granulator will be used to shred and granulate inert ammunition and explosive accessories, aids to production and salvage components on site. CFAD Dundurnhas encountered problems with the final disposal of inert plastic components in the past, given it’s geographic location and the lack of a market in the province to process the plastic. By processing the plastic to regrind size will make the inert plastic a sellable commodity on the open market. 3. Criteria for assessment of the Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services, or construction services described in this ACAN may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. MANDATORY TECHNICAL SPECIFICATIONS • The unit must be located in a covered building • The unit will be powered by a 400-600 Voltage Phase 3 system • The unit must have a cutting zone of approximately 1200 x 600 mm • The unit must have a special design conveyor and have a pneumatic pressure feed device with cover • The unit must be able to operate for an eight-hour shift without changing the cutting pattern of the plastic • The unit must be capable of meeting the federal environmental regulations of Canada • The unit must be able to mutilate ammunition and explosives (A&E) accessories, Aids to Production (A to P) and Salvage that varies in metal and plastic material items of different dimensions • The unit must have a cutting force of 76,350Ft Lbs • The unit must have a throughput capacity of 3,000 lbs/hr. • The unit must process items of plastic, brass and fiberglass • The unit must be capable of cutting all designated security level material • The unit must have a knife cutter capable of reducing material to 1 to 2 inches • The granulator must be capable of processing all classes of plastic • The granulator must process the plastic shred to 8mm or3/8th inch • The unit must be able to fit into a limited installation location - 33’ long x 22.5’ wide x 14.5’ high 4. Applicability of the Trade Agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Agreement on Internal Trade (AIT) World Trade Organization - Agreement on Government Procurement (WTO-AGP) North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The Department of National Defence must follow specific mutilation processes to meet Controlled Goods, Controlled Articles and Explosive Safety requirements. They require a dual shredder system for both metal and plastic that can meet the specific mutilation processes and can be installed indoors, in a limited installation location, for 365 days a year use. Shred-Tech offers a shredder/granulator system that is capable of shredding/granulating military inert A&E components of metal and plastic and will fit into the existing installation location, without the need for additional infrastructure being built. 6. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 7. Exclusions and/or Limited Tendering Reasons The following exclusions and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506.12 (b) World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article XV.1 (b) North American Free Trade Agreement (NAFTA) - Article 1016.2 (b) 8. Deliverables Shred-Tech ST-75E & STG-4 Shredding/Granulating System Period of proposed contract delivery date: March 31, 2017 Estimated Value: $ 305,000 CAD 9. Pre-identified Supplier: Shred-Tech Corp 295 Pinebush Road Cambridge, Ontario N1T 1B2 Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
