Public Services and Procurement Canada (PSPC), on behalf of Correctional Services Canada (CSC), Okimaw Ohci Healing Lodge, Maple Creek, SK,  has a requirement for a Regional Individual Standing Offer for the supply, delivery and offloading of various quantities of miscellaneous groceries to kitchens, on an “as and when requested basis” for the period of the Standing Offer.

 The term of this requirement will be one year, with one additional one year option period at the end of the first year.  There are refresh terms to this requirement as well, based on the individual commodities which are detailed herein at Annex B - Part 1.

Debriefings

Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.

 
Anticipated migration to an e-Procurement Solution (EPS)

Canada is currently developing an online EPS for faster and more convenient ordering of goods and services. In support of the anticipated transition to this system and how it may impact any resulting Standing Offer that is issued under this solicitation, refer to 7.15 Transition to an e-Procurement Solution (EPS).

Key Terms

Refresh Period - The standing offer holder is able to update the prices of the items listed in the
Standing Offer. The Standing Offer supplier does not change. Prices that are updated will be subject to review and price support may be required. Items in each category will be reviewed individually. If the price of any item increases, price support may be required. If prices are not fair and reasonable, line items may be removed from the category for the period of the Standing Offer.  The removal of these lines will affect the percent of line items that the Offeror is providing, and the Standing Offer may be set aside.
