    Public Services and Procurement Canada has a requirement to establish a Regional Master Standing Offer (RMSO) for the supply and delivery of Plumbing and Heating Supplies to Federal Government Departments and Agencies located in Alberta, Saskatchewan and Manitoba if and when identified users request such goods during the periods of the Standing offer.  
    
    This Standing offer will incorporate the Federal/Provincial/Territorial Collaborative Procurement Initiative which allows users from the Provinces and Territories to become part of this Standing Offer.  Currently the Provinces of Alberta, Manitoba and Saskatchewan, as well as Canadian Blood Services  have requested to be part of the Standing Offer.   Additional users may be added during the solicitation phase.
    Only Authorized Users will be authorized to issue call-ups against this RMSO. A list of Authorized Users will be provided at Appendix C-1 to Annex C - Authorized Users
    
    The period of the SO is from September 1, 2022 to August 31, 2023 with two (2) additional one (1) year option periods.
    
    It is Canada’s intention to issue up to two (2) standing offers, one for the Alberta Zone and one for the Saskatchewan/Manitoba Zone.
    
    This procurement is conditionally set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual.

    The Crown retains the right to negotiate with suppliers on any procurement.
