    1. Advance Contract Award Notice (ACAN) 
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    
    This amendment (001) is raised to delete the following:
    The Royal Canadian Mounted Police has a requirement for the supply and delivery of one (1) Phantom V2512 ultra-high speed digital camera with motion analysis software for use within their Armourer Section.  
    The ultra-high speed digital camera will be used for terminal ballistic studies as well as for studying and determining corrective actions for firearms modifications and malfunctions.  The camera is required for taking video and pictures of projectiles traveling in excess of 4000 feet/second.  
    
    And replace with:
    The Royal Canadian Mounted Police (RCMP) has a requirement for the supply and delivery of one (1) Phantom V2512 ultra-high speed digital camera with motion analysis software, connectivity equipment and cases for use within their Armourer Section. The Contractor must also provide training. The RCMP may request delivery of one additional Phantom V2512 ultra-high speed digital camera with motion analysis software, connectivity equipment and cases, as well as training, within 24 months of award of contract.

    TRAINING
    
    For the first high speed camera delivered to Regina, SK:
    
    Delivery of two days of training for 5 RCMP employees must be provided by the Contractor in Regina, Saskatchewan at a date identified by the RCMP after contract award in coordination with the Contractor. The training is to be provided shortly after the delivery of the high speed camera. All expenses related to the provision of this training, including travel and accommodations, are the responsibility of the Contractor. The intention is that the training would take place over two consecutive days.
    
    For the second high speed camera delivered to Regina, SK:
    Delivery of two days of training for 4 RCMP employees must be provided by the Contractor in Ottawa, Ontario at a date identified by the RCMP after contract award in coordination with the Contractor. The training is to be provided shortly after the delivery of the high speed camera. All expenses related to the provision of this training, including travel and accommodations, are the responsibility of the Contractor. The intention is that the training would take place over two consecutive days.
    
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    Specifications - As per minimum mandatory technical specifications below:
    
    3.1.1          Have a color CMOS (complementary metal-oxide semiconductor) sensor
    3.1.2          Have 1 MP (megapixel) resolution at 25,000 fps (frames per second), or better
    3.1.3          Must have an electronic shutter that can be adjusted to below 300 ns (nanoseconds)
    3.1.4          Have 28 micron pixel size or larger
    3.1.5          Have segmented 288 GB (gigabyte) or larger internal memory
    3.1.6          Have minimum 8 TB (terabyte) non-volatile removable memory
    3.1.7          Have a download station and adapters
    3.1.8          Have Base ISO (International Organization for Standardization) light sensitivity: minimum 6000 color (ISO 12232:2006)
    3.1.9          Have the following Trigger features: manual trigger signal; on sensor image based trigger; software selectable from post-trigger, pre-trigger and in between
    3.1.10      Have an Ethernet interface of 1 Gb (gigabit) & 10 Gb minimum
    3.1.11      Allow recording while downloading files
    3.1.12      Have a Lens mount that allows for electronic control of motorized lenses (aperture & focus) from within the camera control software.
    3.1.13      Have video output(s) for real time monitoring during setup, recording and playback.
    3.1.14      Have 110/120V AC power
    3.1.15      Have an external battery with applicable connections
    3.1.16      Have battery backup connection
    
    3.2 Motion Analysis Software:
    
    Specifications - As per Minimum Mandatory Technical Specifications below:
    
    3.2.1          Provide an overview of a complete event, allows jumping to specific moments within a sequence.
    3.2.2          Have the ability to display multi-window viewing of videos and motion analysis results
    3.2.3          Have layering of annotations and measurements
    3.2.4          Have in software motion analysis of velocity and angles
    3.2.5          Be capable of providing analysis results that can be graphed, reviewed, and exported in Excel format.
    3.2.6          Have the ability to take still images within video frames.
    3.2.7          Allow images to be saved with or without image or comment data
    3.2.8          Have a video timeline feature to display video frames along a time axis.
    3.2.9          Provide a timeline overview of a complete event, allowing jumping to specific moments within a sequence.
    3.2.10      Be Windows 7 compatible.

    5. Justification for the Pre-Identified Supplier 
    
    RCMP has tested various high speed cameras to determine what would meet their operational needs. Through this process, they have determined that the Phantom v2512 is the only camera that will meet their operational needs. Vision Research is the sole manufacturer and seller of Phantom high speed cameras. Delta Photonics is the exclusive distributor of Vision Research “Phantom” series high speed cameras and accessories for all of Canada

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6 (d) “only one person is capable of performing the contract.”
