If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of Requirement 1.1 Defence Research and Development Canada (DRDC), Canadian Forces Health Services (CFHS) and Veterans Affairs Canada (VAC) have a requirement for the provision of research and development services related to the health and well-being of Canadian military personnel, veterans, and their families. This objective of this requirement is to increase medical knowledge and develop capabilities (technologies, techniques and systems) to prevent, diagnose and reduce immediate and long-term health effects from weapons and operations and to improve the effectiveness of the Canadian Armed Forces (CAF) when operating in adverse environments. 1.2 The work will be required on an as and when requested basis and is expected to address the following topics related to the health of military members, Veterans, and their families: 1.2.1 Mental Health 1.2.1.1 Fostering resilience. 1.2.1.2 Mental health needs of women in the military. 1.2.1.3 Impact of injury on mental health. 1.2.1.4 Occupational stress injuries. 1.2.1.5 Impact of deployment on family relationships. 1.2.1.6 Racial/ethnic differences in deployment experience. 1.2.1.7 Dealing with death of a parent or spouse. 1.2.1.8 Mental health care for Veterans and their families. 1.2.2 Public and Occupational Health 1.2.2.1 Exposure studies. 1.2.2.2 Communicable disease control. 1.2.2.3 Evidence-base medical surveillance protocols. 1.2.2.4 Impact of heat and cold stress on common medical issues. 1.2.2.5 Impulse noise exposure, hearing loss prevention programs and hearing protection. 1.2.3 Trauma Care 1.2.3.1 Improved trauma management. 1.2.3.2 Fluid resuscitation and hemorrhage control strategies. 1.2.3.3 Immediate and long-term effects of traumatic brain injury. 1.2.4 Epidemiology and Population Health 1.2.4.1 Epidemiological support. 1.2.4.2 Injury surveillance systems. 1.2.4.3 Injury prevalence studies. 1.2.5 Primary Care 1.2.5.1. Clinical disease management. 1.2.5.2. Medical standards. 1.2.5.3. Clinic practice guidelines - best practice. 1.2.5.4. Patient safety. 1.2.6 Operational Medicine 1.2.6.1 Fatigue counter-measure. 1.2.6.2 Aerospace, diving and submarine medicine. 1.2.6.3 Thermoregulation in hot and cold environments. 1.2.6.4 Arctic operations. 1.2.6.5 Strategies for faster return to health. 1.2.7 Health Personnel 1.2.7.1 High-Fidelity Simulation for training medical personnel. 1.2.7.2 Validation of maintenance of clinical readiness program. 1.2.8 Health Care Resource Management 1.2.8.1 Crisis resource management. 1.2.8.2 Relationships between HRM practices, policies systems and performance. 1.2.9 Transition from Military to Civilian Life 1.2.9.1 Physical, mental and social aspects. 1.2.9.2 Family and external supports. 1.2.9.3 Examination of potential rural and urban disparities in health. 1.2.10 Healthcare Policies and Programs 1.2.10.1 Examination of programs, services and accessibility. 1.2.10.2 How to impact and improve federal and provincial programs. 1.2.10.3 Delivery of service including wait times. 1.2.10.4 Impact of Return to Work programs. 1.3 The Contractor may be required to perform the following activities on an as and when requested basis: 1.3.1 Literature Reviews - Conduct state-of-the-art reviews of the scientific, policy and governmental documents (literatures). 1.3.2 Experimental and Clinical Studies - Design and conduct of experiments involving both human and animal studies. 1.3.3 Surveys - Design and conduct surveys. 1.3.4 Field Studies and Trials - Design and conduct studies and trials, including clinical trials. 1.3.5 Data Analysis - Perform state of the art analysis of data from experimental studies, clinical trials, field studies or trials, and existing databases. 1.3.6 Population Statistics - Derive population statistics and base rates for civilian populations. Researchers may need to seek "deemed employee" status from Statistics Canada to access Statistics Canada databases and expedite the research. 1.3.7 Educational Programs - Develop and deliver educational programs for stakeholders involved in the delivery of health care to military members, Veterans, and their families. 1.3.8 Workshops and Conferences - Organize and conduct workshops and conferences. 1.3.9 Presentations to Government and Health Care System Stakeholders - Prepare and deliver presentations to Government and Healthcare system stakeholders. 1.3.10 Tools and Treatments - Develop software or hardware tools and pharmacological products related to the diagnosis and treatment of healthcare issues in the target population. 1.3.11 Roadmaps - Develop roadmaps for major topics related to the health of military members, Veterans, and their families (e.g., blast injury, mental health, delivery of service, and transition to civilian life). 1.3.12 Advice - Provide recommendations on peer review research proposals, publications, experimental studies, surveys and scientific evidence. 1.3.13 Expert support - Provide personnel support to military and veteran health research projects through education, dissemination of research findings or knowledge translation. 2. Criteria for Assessment of the Statement of Capabilities 2.1 Minimum Essential Requirements 2.1.1 Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 2.1.1.1 At the time of the solicitation closing, the Bidder must demonstrate that it has formalized institutional agreements in place to access individuals at the PhD level across Canada in each of the following domains: Mental Health Public and Occupational Health Trauma Care Epidemiology and Population Health Primary Care Operational Medicine Health Personnel Health Care Resource Management Healthcare Policies and Programs 2.1.1.2 At the time of the solicitation closing, the Bidder must demonstrate that it has validated peer-review processes and procedures for selecting inter-organizational expertise across Canada in each of the domains listed in Mandatory Criteria 2.1.1.1. 2.1.1.3 The Bidder must demonstrate experience conducting a minimum 20 research projects in the area of health and well-being of military members and Veterans in the last 36 months from the date of solicitation closing. 2.1.1.4 At the time of the solicitation closing, the Bidder must demonstrate experience developing and conducting educational programs, workshops and conferences in the areas of health and well-being of military members, Veterans and their families. 3. Applicability of the Trade Agreements to the Procurement 3.1 This procurement consists of research and development services which are excluded from the application of the North American Free Trade Agreement (NAFTA) as per Annex 1001.1b-2 - Section B, Class A, Research and Development; and is not listed under Appendix 1, Annex 4 of the World Trade Organization - Agreement on Government Procurement (WTO-AGP). 3.2 This procurement is subject to the Agreement on Internal Trade (AIT). 4. Justification for the Pre-Identified Supplier 4.1 The Canadian Institute for Military and Veteran Health Research (CIMVHR), as represented by Queen's University, is the only known formal network of Canadian Universities focussing on military, veteran and family health research managed through a single source of supply and with sufficient capacity and know-how to address the scope of work requirement. 4.2 Through their consortium of some more than 30 Canadian universities, CIMVHR provides direct access to the physical and mental rehabilitation expertise and critical care research found in academic centres across Canada, including all universities with medical schools. 5. Government Contracts Regulations Exception 5.1 The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work. 6. Exclusions and/or Limited Tendering Reasons 6.1 The following exclusions and/or limited tendering reasons are invoked under the section of the trade agreements specified: 6.1.1 World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Research and Development services are not listed under Appendix I, Annex 4 6.1.2 North American Free Trade Agreement (NAFTA) - Annex 1001.1b-2 - Section B, Class A, Research and Development 7. Ownership of Intellectual Property 7.1 Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest with the Contractor. 8. The Period of the Proposed Contract 8.1 The period of the proposed contract is from the date of contract award to March 31, 2019, with an option to extend the contract period for two (2) additional one-year periods. 9. A Cost Estimate of the Proposed Contract 9.1 The estimated value of the contract, including options, is$17,000,000.00 (Applicable Taxesextra). 10. Suppliers' Right to Submit a Statement of Capabilities 11.1 Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 12. The Closing Date for a Submission of a Statement of Capabilities 12.1 The closing date and time for accepting statements of capabilities is August 20, 2014 at 2:00p.m. EDT. 13. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
