Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: This amendment number two (2) is raised to amend both cover page of the Notice of Proposed Procurement and Request for Proposal and to add Annex B - Questions and Answers in the Request for Proposal. On both cover page under "Closing Date" - "Date has changed from March 16, 2012 to March 23, 2012." Pharmacists employed by the Department of National Defence (DND) fulfill three major functions which include: providing pharmaceutical care directly to patients at base pharmacies; developing policies which govern the use of medications within DND facilities; and evaluating drug and medical supply use throughout the Canadian Forces health care system. The Contractor must provide DND pharmacists with reliable and unbiased drug information in both official languages to DND pharmacists working at 31 sites across Canada. Estimated demand based on historical usage of the Drug Information Service: i) Number of questions per month: 35-50 ii) Number of minutes per month spent responding to questions (exclusive of delivery of response, i.e. drafting email response.): 720 - 1050 iii) Percentage of questions that are of a patient care nature: 95% iv) Percentage of questions that are of a policy related nature: 5% In addition, the Contractor will have to publish quarterly bulletins in both official languages and develop and provide training session to a maximum of one (1) DND Pharmacist per training session. Contractor to Own Intellectual Property Rights in Foreground Information The requirement is limited to Canadian services. Mandatory Requirements 1. The Bidder must have a minimum of twenty-four (24) months experience in publishing written drug information publications in both official languages. 2. The Bidder must have a minimum of twelve (12) months experience obtained within the last five (5) years in providing Drug Information Training. 3. The Bidder must have a minimum of twelve (12) months of cumulative experience obtained within the last five (5) years in the provision of drug information related to direct patient care, policy development and development of research protocols. 4. The Bidder must have a minimum of twenty-four (24) months experience in the application of the principles of evidence-based medicine review using meta-analysis, evaluation cohort studies, pharmo-economics, or cost-effectiveness analysis for submission to a drug review committee comprised of health professionals who provide medical and pharmaceutical advice in an impartial and practical manner, using an evidence-based approach with the aim to develop program policy and make decisions on medication status within a drug formulary. 5. The Bidder must propose individual(s) who will fulfill the service requirements of the Statement of Work in Annex "A". All such individual(s) proposed must: (a) currently be a licensed or registered Pharmacist in any province or territory in Canada; and (b) have postgraduate training in drug information services or possess at least one (1) month of work experience in provision of drug information services. 6. At least one (1) of the individual(s) proposed in Mandatory Technical Criteria 5 must possess a minimum of twelve (12) cumulative months of drug information services training or possess twenty-four (24) months experience in providing drug information services. Selection of the successful bidder will be based on the lowest priced responsive proposal Period of Contract: from April 1, 2012 to March 31, 2015 with an option to extend the contract by two additional one-year periods Electronic bids will not be accepted. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
