The testing will be conducted near the village of Haines Junction, Yukon. Testing must occur over the period of August 21, 2016 to September 8, 2016, and the findings must be delivered by Dec 31, 2016. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to: Simon Fraser University Office of Research Services, University Drive, Burnaby, BC Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government may proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract may be awarded to the pre-selected supplier. Background Operation NANOOK is a Canadian Armed Forces (CAF) exercise series that takes place each year, as a sovereignty operation in the Canadian North. The SFU Field Operational Test Facility For Next-Generation Interoperable Mission-Critical Communications is a test-bed for field-deployable public safety broadband communications, based on Long Term Evolution (LTE) cellular mobile technology, to provide a capability to field test LTE technology that is being standardized for emergency management in North America and around the world. A component of the Canadian Safety and Security Program (CSSP) projectfor the test-bed activity included field-testing in 2014 in BC arid regions, and in 2015 in the Yukon, carried out by Simon Fraser University under prior Contract #W7714-145929 and including the proposed location (the village of Haines Junction) of Operation NANOOK 2016 (Op NA16). The final report concluded that respecting the Field Operational Test Facility For Next-Generation Interoperable Mission-Critical Communications - Final Analysis, identified that further capability development is required to work in small remote communities, due to topographical/terrain problems, and that these capabilities are critical for Canadian life-critical emergency response in locations typical of the Canadian North. In particular, remote deployments of LTE technology must be able to use terrain features to increase communications range, to allow for responders, including CAF members, to access interoperable smart digital broadband communications when lives are at risk. The Department of Defence Research Development Canada (DRDC) has a requirement to complete testing: The work will essentially involve the following: • Deploy and field test a field-transportable LTE infrastructure designed to provide advanced communications to CAF members and whole-of-government (WoG) emergency responders. The LTE infrastructure will include mountain-based, helicopter-deployed, public safety-grade systems, user services, and rugged smartphone and vehicular modems, potentially interconnected to further communication cells if required to support the new capability. • Field test the capability of enhancing CAF capabilities to operate in a full interoperable fashion with responders at a time of critical infrastructure collapse during a major natural hazard disaster event. The field test is aimed at providing enhancement of CAF and WaG responder capabilities to provide for safer communities. Delivery of the testingservices and of the results during the times listed in the Introduction. The proposed contract is for a period of 4 months, from August 20th to December 31, 2016 The estimated value of the contract, including the option period, is $49,000.00 (Applicable Tax extra). Minimum Essential Requirements Any interested supplier must demonstrate by way of a statement of capabilities that it possesses the following to conduct the work: • required resources (human and materiel including equipment); and • iscapable of performing the work in the timeframes indicated. Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The closing date and time for accepting statements of capabilities is August 16, 2016 2:00 p.m. EST. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
