    TITLE
    
    POINT-OF-CARE QUANTUM DOT DIAGNOSTIC DEVICE FOR THE MULTIPLEXED
    IDENTIFICATION OF DISEASE PATHOGENS AND BIOLOGICAL THREAT AGENTS
    
    REQUIREMENT
    
    Defence Research and Development (R&D) Canada (DRDC), an agency
    of the Department of National Defence (DND), has a requirement
    to demonstrate and deliver a rapid hand-held point-of-care (PoC)
    in vitro diagnostic device (IVDD) employing quantum dot (QD)
    nanotechnology for the simultaneous (multiplexed) identification
    of both endemic disease pathogens and biological threat agents
    in a single sample.  This device must be usable as an
    early-symptomatic treatment decision support tool by Canadian
    Forces (CF) personnel on deployment.  
    
    The project will demonstrate a QD hand-held, diagnostic tool,
    capable of multiplexed analysis of samples, i.e., capable of
    detecting multiple pathogens, including both endemic and
    biological warfare (BW) threat agents, in a single clinical
    sample of biological origin (e.g., blood). This QD technology
    will enable the CF to rapidly identify viral, bacterial, and
    parasitic agents leading to presumptive diagnoses, assisting
    with determining treatment regimens and with epidemiological
    analyses.  PoC diagnostics will provide a capability for
    limiting the effects of a contagious illness and reducing, and
    possibly eliminating, morbidity and mortality through earlier
    use of prophylaxis and treatment. The QD diagnostic device to be
    developed under this project will be beneficial in operational
    scenarios involving:
    
    Short notice deployment to regions harboring endemic disease
    where little medical support is available;
    Deployment to regions where there is a threat of, or actual, BW
    agent use;
    Repatriation of possibly infected deployed personnel; and
    Assistance to the civil authority for biological public health
    threats. 
    
    The Contractor will be required to do the following:
    
    Develop and demonstrate a proof-of-concept, QD, hand-held, PoC
    device capable of the simultaneous identification of multiple
    targets (Anthrax protective antigen, differentiate between past
    and current exposure to dengue fever virus (serotypes 1-4), and
    malaria (differentiating exposure to Plasmodium falciparum
    versus exposure to other Plasmodium spp.)) in a blood sample.
    Develop and demonstrate a prototype QD PoC diagnostic device
    that meets all of the required physical and performance
    specifications.
    Design and conduct a complete laboratory trial and an end user
    trial for the prototype QD PoC diagnostic device.
    Complete all required documentation to seek Health Canada
    Investigational Testing Approval for an in vitro diagnostic
    device.
    
    The period of the Contract is for 42 months from date of
    Contract.
    
    The requirement is subject to the provisions of the Agreement on
    Internal Trade (AIT).
    
    All interested suppliers may submit a bid.
    
    EVALUATION PROCEDURES
    
    Bids will be assessed in accordance with the entire requirement
    of the bid solicitation including the mandatory and point rated
    technical evaluation criteria.
    
    MANDATORY TECHNICAL CRITERIA
    
    At bid closing time, the Bidder must comply with the following
    mandatory technical criteria and provide the necessary
    documentation to support compliance. Any bid which fails to meet
    the following mandatory technical criteria will be declared
    non-responsive.  Each criterion should be addressed separately.  
    
    Mandatory technical evaluation criteria are included in
    Attachment 3 of the bid solicitation.
    
    POINT RATED TECHNICAL EVALUATION CRITERIA

    Attachment 3 of the bid solicitation.
    
    SELECTION METHOD
    
    To be declared responsive, a bid must:
    
    (a)	comply with all the requirements of the bid solicitation;
    
    (b)	meet all mandatory technical evaluation criteria;
    
    (c)	obtain the required minimum points overall for the technical
    evaluation criteria which are subject to point rating.
    
    Bids not meeting (a) or (b) or (c) will be declared
    nonresponsive.
    
    The responsive bid with the highest number of points will be
    recommended for award of a contract, provided that the total
    evaluated price does not exceed the budget available for this
    requirement.  In the event that the highest number of points is
    obtained by more than one responsive bid, the responsive bid
    with the lowest evaluated price will be recommended for award of
    a contract.
