The objective of the Work is to provide Environment Canada with
the capacity to obtain consistent high quality data on the
structure, abundance and ecophysiology of the lower foodweb from
a range of surface waters. This will contribute to the Federal
capacity to respond to and address the general degradation of
our inland waters across Canada, and in particular, the
following issues: i) Nutrient Management, ii) Harmful Algal
Blooms, iii) Invasive Species, iv) Northern Development and v)
Climate Change.

The period of the standing offer will be for a one year period
from date of Standing Offer issuance; estimated date :September,
1, 2015 to August 31, 2016.

Basis for Canada's Ownership of Intellectual Property

Environment Canada has determined that any intellectual property
rights arising from the performance of the Work under the
resulting contract will belong to Canada, on the following
grounds: the main purpose of the contract, or of the
deliverables contracted for, is to generate knowledge and
information for public dissemination.

To be declared responsive, a bid must: 
a.	comply with all the requirements of the bid solicitation; and 
b.	meet all mandatory criteria; and 
c.	obtain the required minimum points specified for each
criterion; and 
d.	obtain the required minimum of 97.5 points overall for the
technical evaluation criteria which are subject to point rating.
 The rating is performed on a scale of 1000 points.
