    TITLE : Aerial Application of Mosquito Larvicide and Areal Surveys
    
    
    IMPORTANT: This tender is part of Public Services and Procurement Canadas pilot to submit bid submission files electronically using epost Connect.     SCOPE OF WORK
    
    1. Firm portion of the Work - Year one :
    
    1.1 Spring Aedes Mosquito Control Application - Spring 2019 only :
     - The work under this Contract covers one aerial application by helicopter of an insecticide for the control of Spring Aedes species mosquito larvae at CFB Borden, Ontario.  Also included are pre and post treatment surveys, and preparation of a report.
     - The Contractor will be responsible for the supply of all materials (including the larvicide), equipment and labour to complete this Contract in the specified time.
     - One application per spring (usually around 22 April) for granular Bti.
    
    1.2  Helicopter Aerial Surveys - Winter 2019 only : 
     - Contractor also to provide all labour, material, equipment, and transportation to provide Helicopter Aerial surveys for assessments of CFB Borden Property.
     - Surveying to be provided in February to assess deer population.
     - Survey to have three (3) personnel from CFB Borden to be supplied.  Two (2) personnel to be used as spotters and 1 hour for fuelling costs.
     - Survey to take approximately 8 hours broken down to include 3 hours positioning, 4 hours of survey time and 1 hour for fuelling costs.
     - The Helicopter to be provided must be capable of carrying pilot and three spotters, and fuel for up to 2 hours with surveying time not to exceed 4 hours.
     - Pilot meals and pilot logging not to be included in surveying costs.
     - Flight path over CFB Borden property to be on parallel flight lines to cover entire 8026 hectares.
     - Contract price for survey is based on an hourly rate. Estimated usage is (8) hours and is not to exceed (12) hours.
    
    2. Optional portion of the Work - Years two to five :
    
    2.1 Spring Aedes Mosquito Control Application.
    
    2.2 Helicopter Aerial Surveys.
    
    3. Additional Optional Work - On an "As and When Requested" Basis : 
    
    3.1 Optional summer application to standing water (usually significantly less area than in the spring) of a Bti product for the control of Culex, summer Aedes mosquito larvae for 200 hectares. Also included are pre and post treatment surveys, and preparation of a report.
    
    3.2 Optional second application of a Bt granular product for control of summer mosquitoes if the threat of West Nile virus develops, I.E. positive local mosquito pools and/or human cases, 200 hectares. Also included are pre and post treatment surveys, and preparation of a report.
    
    
    PERIOD OF THE CONTRACT
    
    The period of the Contract is from September 1, 2018, to August 31, 2023.
    
    
    TRADE AGREEMENTS
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
    
    
    OPTIONAL SITE VISIT
    
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for two site visits to be at the following address :

    1st visit : on Wednesday May 16th, 2018. The site visit will begin at 10:30 AM.
    2nd visit : on Tuesday May 22nd, 2018. The site visit will begin at 10:30 AM.
    
    Bidders are requested to communicate with the Contracting Authority no later than one (1) day before the scheduled visit. Bidders may be requested to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid.  Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
