Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement Environment and Climate Change Canada (ECCC) requires a survey grade fixed wing unmanned aerial system for fine resolution mapping of saturated areas, variable streamflow contributing areas, and vegetation mapping in support of permafrost degradation and hydrological process research. It is intended to negotiate a contract with Spatial Technologies Inc. The Contractor must provide an integrated unmanned fixed wing aerial system that includes seamless flight planning and control and image processing (orthomosaic, point cloud processing, digital elevation modelling), software and hardware. The payload must be capable of sensing both optical wavelengths (red/green/blue) and red edge and near infrared wavelengths in order to detect inundated areas and differentiate vegetation. The integrated unmanned aerial system must include real time and post processing kinetic capability. The vehicle will be deployed in remote areas of Canada over rough terrain and without road access and so must weigh less than 3 lbs and be deployable in a case less than 25 lbs and 0.1 m3. Due to the rough terrain, short landing capability is required, with distances of less than 10 m. Flight and system training is required to ensure users have ability to program flights, survey, trouble shoot, obtain legal flight certification, and process images. 2.1 Location of Requirement: Environment & Climate Change Canada Water Science & Technology 11 Innovation Blvd Saskatoon, SK S7N 3H5 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its proposed equipment meets the following requirements:, a) The fixed wing vehicle (aerial) must have a fully autonomous pre-programmed autopilot (collision avoidance not required) with waypoint navigation and automatic camera triggering; the linear landing accuracy must be less than 10 m. b) Must include Red/Green/Blue (RGB) and multispectral cameras; c) Must include preflight planning and flight monitoring software; d) Must include integrated postflight photogrammetric, orthomosaicing and Digital Elevation Model (DEM) processing software; e) Must have ground control hardware including ground control station and vehicle data link with a range up to 3 km; f) A vehicle power system (batteries) must be included; g) Flight training must include the use of the system including flight planning basics, survey site evaluation, in-field tests of the system, trouble shooting, and aviation law including understanding of the current special flight operation certification process; h) The system training must include in-field tests and trouble-shooting of hardware and software; i) Include image processing software training; j) Spare parts for aerial system must be included. k) Must include a carrying case for the vehicle, payload and ground control hardware. l) The weight of the vehicle must not exceed 3 lbs. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): a. Canadian Free Trade Agreement (CFTA); and b. North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier There is no other equivalent product on the market. The interoperability and seamlessness of the Sensefly system, from mission planning to image analysis does not exist with other suppliers on the market. Furthermore, the flight capabilities of the airframe, especially the landing system, are unique to Sensefly eBee. Short takeoff and landing are crucial requirements for the proposed work sites in northern Canada. To the best of ECCC’s knowledge, Spatial Technologies Inc., is the only known authorized distributor and service provider for this system. They are the manufacturer and developer of the specific system. The hardware and software is proprietary to them. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the: Canadian Free Trade Agreement (CFTA) - Article 513 1(b) (iii) due to an absence of competition for technical reasons; and (v).to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative. North American Free Trade Agreement (NAFTA) - Article1016 (b), where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; and (d) for additional deliveries by the original supplier that are intended either as replacement parts or continuing services for existing supplies, services or installations, or as the extension of existing supplies, services or installations, where a change of supplier would compel the entity to procure equipment or services not meeting requirements of interchangeability with already existing equipment or services, including software to the extent that the initial procurement of the software was covered by this Chapter. 8. Period of the proposed contract or delivery date Supply and deliver one (1) Unmanned aerial system- SenseFly eBee, one (1) Single fly license- Pix4Dmapper and provide UAV training eBee within ten (10) business days from Contract award. 9. Cost estimate of the proposed contract The estimated value of the contract is $54,660.00 (GST/HST extra). 10. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 12. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is December 8, 2017 at 2:00 p.m. EST. 13. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
