The buoys are required to support the operational marine observing requirements of the MSC including the enhancement of public safety and informed decision making by issuing weather warnings; forecasting weather, ice and wave conditions; supporting critical weather-sensitive government services; monitoring atmospheric conditions and predicting the state of the climate; monitoring water levels, and providing scientific research for service improvement and policy advice. The Buoys will also contribute to special projects or research initiatives where in-situ observations of waves are required. There is a firm requirement of one (1) Directional Wave Bouy to be delivered by March 31, 2014, with the option to purchase up to nine (9) additional Directional Wave Buoys at any time from the Date of Contract Award to March 31, 2017. It is intended to issue one contract as a result of this solicitation. A bid must comply with the requirements of the bid solicitation and meet all mandatory requirements to be declared responsive. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
