Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement Canadian Forces School of Aerospace Technology and Engineering (CFSATE) requires the supply and delivery of five (5) Aircraft Power Systems (APS) Part Task Trainers (PTT) to aid in the instruction of aircraft power systems to Avionics Systems (AVS) Technicians. CFSATE also requires the supply and delivery of eight (8) Electrical Wiring Interconnection System (EWIS) Part Task Trainers (PTTs) which will support Avionics Systems (AVS) Technician students in learning the skills necessary to perform aircraft electrical wire repairs. The EWIS trainer will provide a platform for students to perform increasingly complex repairs as the course progresses. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements: 1.1 Aircraft Power Systems (APS) Part-Task Trainers (PTTs) 1.1.1 The Aircraft Power Systems PPT must emulate: 1.1.1.1 A multi-generator aircraft system of technology created after the year 2000, with load sharing, alternating current (AC) and direct current (DC) conditioning and multi bus distribution. 1.1.1.2 A generator control unit for AC control. 1.1.1.3 A inverter for secondary AC generation. 1.1.1.4 A Transformer-Rectifier Unit (TRU) for secondary DC generation and conditioning. 1.1.1.5 An electrical control panel, indicating system and basic electrical load. 1.1.2 Troubleshooting and repair must have the following 1.1.2.1 The PTT must insert a minimum of 16 faults of varying complexity and must include the following: a. Indication of wiring snags; b. Generator failure; c. Transformer Rectifier Unit failure; d. Battery failure; e. Bus fault/failure; f. Circuit breaker faults; g. Inverter failure; h. Relay failure (to include open coil or contacts); i. Contactor failure; and j. Power Indicators failure (amperage and voltage) 1.1.3 Physical Requirements of the Part-Task Trainer Unit): 1.1.3.1 Mounted on caster wheels of the required unit weight rating for ease of movement and relocation. 1.1.3.2 Wires, cables, bus bar, relays, interrupters, switches, contactors, terminal blocks, circuit breakers, reverse-current relay, connectors and all other electrical components must reflect real aircraft components by meeting the standards of C-17-010-002/ME-001, the installation of electrical components must follow the EWIS directives as defined in C-17-010-002/ME-001. 1.1.3.3 The minimum dimensions of the Part - Task Trainer Unit must be 24 inches wide, 36 inches long,48 inches tall. 1.1.3.4 The overall dimensions of the PTT must not exceed 34 inches wide, 96 inches long and 80 inches tall to allow for relocation through doorway. The total weight of each trainer must not exceed 1,200 lbs. 1.1.4 Aircraft Battery (with charging system)/Emergency Power System must have: 1.1.4.1 An aircraft power source containing one aircraft battery of 28 VDC (Volts Direct Currents). 1.1.4.2 The battery must represent a standard aircraft battery but the weight can be reduced as long as it represents a typical aircraft battery. This battery does not need to be a real aircraft battery but must resemble a real aircraft battery in dimension and weight to carry out battery installation and removal. The dimension and weight requirement of the battery must be as follows: Length: minimum 5.2 inches to a maximum of 11 inches Width: minimum 5.5 inches to a maximum of 11 inches Height: minimum 5.2 inches to a maximum of 11 inches Weight: minimum 10lbs maximum to a maximum of 80lbs 1.1.4.3 There must be a self-charging circuit for the battery. 1.1.4.4 The battery must be installed in individual compartments. 1.1.4.5 The PTT must include an input for one of the following emergency power sources; a. Ram Air Turbine (RAT); or b. Auxiliary Power Unit (APU). 1.1.5 Aircraft Power Generation must have: 1.1.5.1 The PTT must represent an Electrical Power Generation Systems including at least two generators. This technology must be created after year 2000. 1.1.5.2 Test points for the voltage output and winding resistance must be provided. The generator does not need to rotate and the generator drive is not required. 1.1.6 Aircraft Power Conversion must have: 1.1.6.1 The Part-Task Trainer Unit must produce or convert power into all of the following forms: a. 115VAC, 3 phase, 400hz; b. 28 VDC; and c. 24 VDC battery. 1.1.6.2 TRUs and static converters must be used for the aircraft electrical power conversion systems. 1.1.6.3 At least one transformer unit and one inverter unit must be installed on the PTT to provide hands on maintenance and troubleshooting. The units must simulate realistic removal and installation procedures and test points for troubleshooting. The voltage must reflect the proper reading but the current can be reduced to a safe level 1.1.7 Aircraft Power Protection, Control and Regulation Systems - Generator Control Unit (GCU) must have: 1.1.7.1 The control panel must be located on the PTT platform. The control panel must have easy access control switches for troubleshooting. 1.1.7.2 The PTT must have an indicating system that displays: a. Generator Voltage; b. Generator Amperage; c. Generator Status; d. Inverter Status; e. Bus Configuration; and f. Battery Amperage. 1.1.7.3 The PPT must use circuit breakers for circuit protection. 1.1.7.4 The PTT must provide the following controls: a. Selector switches for all loads an outlined in M8; b. GCU; and c. Master power switch. 1.1.7.5 The GCU must provide: a. Current limiting control; b. Over voltage protection; c. Voltage regulation; and d. Reverse current protection. 1.1.8 Aircraft Electrical Power Distribution System must have: 1.1.8.1 The distribution system must represent a multi-engine aircraft during normal power distribution, as well as power failure of one and two generators. 1.1.8.2 Power Distribution system must contain a minimum of: a. Two 115 VAC, 400Hz busses; b. Two 28 VDC busses; c. One Battery Bus; and d. One Ground Bus. 1.1.8.3 The Power distribution system must include two or more of each of the following electrical loads; a. Electrical mechanical; b. External lighting; and c. Internal lighting. 1.1.9 Part-Task Trainer Unit Safety features must include: 1.1.9.1 Clear coverings over exposed bus bars and terminals. 1.1.9.2 Protective covers over hazardous areas. 1.1.9.3 Safety warnings clearly marked and visible. 1.1.9.4 Emergency shut off. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): a. Canadian Free Trade Agreement (CFTA) b. North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier AeroTrain Corporation is the only known company who can supply and deliver five (5) Aircraft Power Systems (APS) Part Task Trainers (PTT) to aid in the instruction of aircraft power systems to Avionics Systems (AVS) Technicians. AeroTrain Corporation specializes in developing customized training products and training solutions for aviation training solutions for aviation training institutions and can produce custom made trainers tailored to meet unique requirements. AeroTrain Corporation is the only known supplier for this advanced and custom type of equipment. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the: The Canadian Free Trade Agreement (CFTA) is applicable to this requirement. Limited Tendering is applicable under Article 513 (b) where, the goods or services can be supplied by a particular supplier an no reasonable alternative or substitute goods or services exist for any of the following reasons (i, ii, iii, iv, v, vi). The North American Free Trade Agreement (NAFTA) Limited Tendering is applicable under Article 1016, 2 (b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or service can be suppled only by a particular supplier and no reasonable alternative or substitute exists. The North American Free Trade Agreement (NAFTA) Limited Tendering is applicable under Article 1016, 2 (d) where a change in supplier would compel the entity to procure equipment or services not meeting requirements of inter changeability with already existing equipment or services. World Trade Organization Agreement on Government Procurement (WTO-AGP) Article XV (b) when, for works of art or for reasons connected with protection of exclusive rights, such as patents or copyrights, or in the absence of competition for technical reasons, the products or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.; (d) for additional deliveries by the original supplier which are intended either as parts replacement for existing supplies, or installation, or as the extension of existing supplies, services, or installations where a change of a supplier would compel the entity to procure equipment or services not meeting requirements of interchangeability with already existing equipment or services. 8. Period of the proposed contract or delivery date The equipment and all other associated deliverables must be completed on or before March 31, 2018.
