    SOLICITATION AMENDMENT NO. 003 TO RFP K3D33-190572/A
    
    NPP Amendment No. 001 is raised to extend the closing date of Request for Proposal to February 11, 2019.
    
    IMPORTANT: This tender is part of Public Works and Government Services Canada’s initiative to submit bid submission files electronically using epost Connect. Interested bidders should refer to Part 2 of the solicitation document entitled Instructions to bidders/offerors/suppliers, as the case may be, for instructions on how to participate and submit their files electronically for this tender.
    
    Environment and Climate Change Canada (ECCC) requires professional services to provide analysis and report on Radio Frequency (RF) safety operating zone for twenty-seven (27) S-Band Weather Radar Sites (firm) with the possibility to add three (3) additional optional sites, to be exercised by ECCC on an as-needed basis. The Contractor must provide a sealed and signed report by a professional Engineer, with a preference for an RF engineer, for each site, and attestation on operating RF safety zones as determined by Health Canada Safety Code 6. - Limits of Human Exposure to Radiofrequency Electromagnetic Energy in the Frequency Range from 3kHz to 400GHz (2015).   
    
    In addition to the twenty-seven (27) firm analysis and reports, ECCC reserves the right to invoke the option for the Contractor to conduct three (3) additional Weather Radar Sites analysis and report on RF safety operating zone.
    
    Furthermore, in addition to the pre-installation calculations required to comply with ISEDC’s frequency licensing process (CP-2-0-03), ECCC reserves the right to invoke the option on a task authorization basis, for the Contractor to conduct on-site measurements of the RF exposure levels for due diligence and documentation, and in cases where required by ISEDC. These services would form a contract option, to be exercised by ECCC on an as-needed basis. Refer to Annex 9 for the site survey timeline.
    
    A contract will be awarded to one Contractor.
    
    This Partial Task Authorization Contract will be for a period of 4 years from Date of Contract Award. There will be an option to extend the contract for one (1) additional one (1) year period.
    
    Delivery requirement schedule must be received in accordance with Annex “A” - Statement of Work. 
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian
    Free Trade Agreement (CFTA).
    
    The bidder must demonstrate that they meet every mandatory evaluation criteria in their bid by submitting supporting documentation.  Failure to provide supporting documentation by bid closing date will result in the bid being deemed non-responsive.
