W2037-130092 Contracting Officer: Ambreen Dhillon Telephone Number : 905-615-2466 Facsimile Number: 905-615-2060 Industrial Scan Tool for Environment Canada It is proposed to issue a Contract to Snap-On Tools of Canada, to provide a Solus Ultra Industrial Scan Tool to Environment Canada, for delivery in Ontario. Environment Canada's has a requirement for an Industrial Scan Tool that is capable of providing diagnostics on multi-systems training board. The Solus Ultra Industrial Pro meets the following required technical and performance specifications: a. Capable of charging direct from vehicle; b. Capable of controlling vehicle functions with bidirectional controls while viewing live data results on the screen and on existing training boards; c. 7" (+/- .5") wide screen with Touch Screen capabilities; d. Enhanced coverage for 1980-newer vehicles without the cost and complexity of factory scan tools including electronic stability control, electronic traction control and ABS systems; e. Detailed code descriptions and live data graphing; f. OEM-specific coverage for multiple vehicle systems including new systems such as hybrids, steering, body control, and clean diesel; g. Troubleshooting guides that include code tips, tests and timesavers; h. Read and clear trouble codes; i. Capable of print/share/save results; j. User programmable; k. Upgradable software; and l. ISO 9001. In addition, Snap-On Tools of Canada is the only manufacturer of the Snap-On Solus Ultra Pro that is capable of perfomrning the functions required on the following ATEC Systems: a) Electrical body systems b) Electrical chassis systems c) Charging systems d) Starting systems e) Ignition systems f) Transmission systems g) Fuel systems h) Electronic brake systems i) Air bag systems j) Air brake systems k) HVAC systems Furthermore, the Scan Tool must be able to communicate Bi-Directional with all ATEC Training simulators. The reason for the sole sourcing is defined in the Government Contract Regulations section 6 (d) - "Only one person or firm is capable of performing the contract" which is met in this case due to the proprietary nature of technology associated with the Centrifuge System. Sole sourcing is defined under NAFTA, Article 1016, 2(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. Furthermore, under the Agreement on Internal Trade (AIT): Article 506.12 (a) to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licenses, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative. Delivery Date: 14/12/2012 You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
