Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of Defence Research and Development Canada (DRDC), on behalf of the Department of National Defence (DND), has a requirement for the supply and delivery of software for simulating maritime picture compilation. The Contractor must provide an experimental testbed and support for running human participants performing a maritime picture compilation task using data fusion. It is intended to negotiate a contract with TrackGen Solutions Inc., Mississauga, Ontario. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 3.1 SOFTWARE a. Operating System must be compatible with Windows XP and Windows 7. b.Data Fusion Capability must apply proven multi-sensor tracking and data fusion algorithms to simulation: • proven algorithms must be mature (> Technical Readiness Level (TRL) 7) and have been applied in real-world applications; • proven algorithms must have been published in scientific and engineering journals to demonstrate their effectiveness; and • allow for changes in effectiveness of fusion algorithms (e.g., manipulation probability of false detections) c. Environmental Modelling must allow for development of a realistic simulated environment including accurate models for: • ships (surface and sub-surface for both military and commercial); • planes (military and commercial); • sensors (Radar, AIS (Automated Identification System), ESM (Electronic Support Measures)); • weather; and • mapping (allows for accurate world maps). d. Simulation Environment must allow for simulation of realistic maritime environment to: • simulation allows for simulated scenarios to be played, paused, stopped, and progress at varying speeds; • simulation allows user to zoom and pan the map to focus on specific geographic locations; and • allow user to view individual sensors, tracks, and ground truth information on contacts. 3.2 SOFTWARE ENHANCEMENT Must develop and modify or extend existing software such that DRDC can use the software as a human performance testbed. The following requirements will be required to be integrated (if it does not already exist in the current native software): a. Remote Usemust allow for users to access the software and perform picture compilation from a remote location. b. Multi-User must allow for up to four users to simultaneously perform picture compilation. c. Experimental Configuration (i) Must allow for modification of software to be compatible for human experimentation. (ii) Must allow the experimental user to set up triggers in the simulated environment to indicate the start of specific configurable events (e.g., when Ship 123 passes Point A, Ship 123 will turn off sensors). (iii) Must allow experimental users to configure the software to create different conditions for experiments (e.g., different ways to use data fusion, different ways to visualize track information). (iv) Must allow for the gatheringof human performance data within the simulation including generating questionnaires, pausing the simulation to administer questionnaire. d. User Interface (i) Must simulate the common elements of a maritime tactical plot such as: • mapping functions and layers; • use of Military Standard (MIL STD) 2525 symbology; • display of own ship kinematic data; • display of sensor tracks and its associated kinematic, classification, and identity data from; and • interacting with sensor tracks (e.g., deleting, creating, promoting). (ii) Allows for modifications to user interface such as: • changes to look and feel of the user interface; • changes to how the user interacts with objects; and • changes to visualization of objects and data. e. Logging Data (i) Must allow for recording and logging of user interactions with the system (e.g., mouse clicks, keyboard presses). (ii) Must allow for modification of what interactions are logged. (iii) Must allow for modification to data log formats. 3.3 SOFTWARE TECHNICAL SUPPORT The Contractor must provide software technical support for the software which includes the following: (i) User manual (ii) Through email or telephone (iii) On-site meetings (if feasible - example travel within Greater Toronto Area (GTA) is not cost prohibitive). (iv) Coverage Time: 9 hours (08:00 - 17:00 Eastern Standard Time (EST)). (v) Coverage period: 5 days (Monday to Friday excluding statutory holidays in the Province of Ontario). (vi) Response Time: Within 48 hours. 3.4 INSTALLATION The Contractor must provide on-site installation of the software and any updates to the software described 3.1. 3.5 TRAINING The Contractor must provide on-site training for 2 DRDC participants for items 3.1. 3.6 CONSULTATION The Contractor must provide expertise and consultation advice to DRDC on the science and engineering of data fusion and its use in real-world applications. 3.7 SECURITY REQUIREMENT a. The Contractor must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC); b. The Contractor personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC; and c. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 4. Applicability ofthe trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): a. Agreement on Internal Trade (AIT); and b. North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier To the best of DRDC’s knowledge, TrackGen is the only known supplier who can provide software that develops simulating maritime picture compilation using advanced tracking and fusion algorithms. The requirement also includes adding human performance metrics to the software. This software allows users to generate simulations of the maritime environment for ISR picture compilation while also providing advanced tracking and fusion algorithms. 6. Government Contracts Regulations Exception(s) Thefollowing exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506.12 (a), to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licences, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative; and (b), where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; and North American Free Trade Agreement (NAFTA) - Article1016 (b), where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; and (d) for additional deliveries by the original supplier that areintended either as replacement parts or continuing services for existing supplies, services or installations, or as the extension of existing supplies, services or installations, where a change of supplier would compel the entity to procure equipment orservices not meeting requirements of interchangeability with already existing equipment or services, including software to the extent that the initial procurement of the software was covered by this Chapter. 8. Ownership of Intellectual Property Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 9. Period of the proposed contract or delivery date The proposed contract is from Contract award ending March 31, 2018 with 2-1 year options for maintenance and renewal of software license. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
