IMPORTANT: This tender is part of Public Works and Government Services Canada’s initiative to submit bid submission files electronically using epost Connect. Interested bidders should refer to Part 2 of the solicitation document entitled Bidders Instructions, as the case may be, for instructions on how to participate and submit their files electronically for this tender. 1. The Canada Border Services Agency (CBSA) has a requirement for the provision of professional medical service, within the British Columbia Immigration Holding Centre (IHC), to individuals detained for immigration purposes in accordance with legislative grounds outlined under the Immigration and Refugee Protection Act (IRPA). The medical services will be provided through licensed and registered medical staff which have been identified and in accordance with Annex A, Statement of Work. 2. A contract will be awarded to one Contractor. 3. It is intended to result in the award of a contract for 3 years, plus 2 one-year options allowing Canada to extend the term of the contract.In service start date of March 11, 2019. 4. The bidder must demonstrate that they meet every mandatory evaluation criteria in their bid by submitting supporting documentation. 5. There is a combination of both Corporate and Resource technical criteria. Some of the mandatory evaluation criteria are listed below. Please refer to the RFP, Attachment 4.1 - Bid Evaluation Criteria for the complete list of mandatory evaluation criteria. Corporate M1: The Bidder must demonstrate that they have completed at least one (1) contract*, within the last 10 years, where they have provided, at a minimum: a. the services of licensed or registered medical staff, including physicians and nurses; and b. medical services, including performing medical examinations and procedures, assessing the health of patients, diagnosing medical conditions, developing treatment plans, monitoring patient well-being, prescribing medications and maintaining and updating patient files. To demonstrate the required experience, the Bidder must submit the following information: i. The name of the client organization ii.Period of the services provided, including start and end dates (dates must be identified by month and year e.g. March 2014 to May 2015); and iii. A brief description of the services provided; *Contract duration must be a minimum of one (1) year. NOTE: M1 will be evaluated further in the point rated section, at R1. M2: The Bidder must demonstrate that they been in operation as an organization (including, but not limited to, a business, corporation, agency, or independent medical professional) for a minimum of three (3) years. To demonstrate compliance, the Bidder must provide: a copy of the articles of incorporation; or, their procurement business number; or, their registered GST/HST account number. 6. A bid must comply with the requirements of the bid solicitation, meet all the mandatory technical evaluation criteria and obtain the required minimum of 432 points (60%) overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 720 points. 7. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. 8. The Bidder must submit pricing in accordance with Annex B - Basis of Payment, in Canadian Funds. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
