IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 

Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

1. The Department of National Defence, 86 Airfield Systems and Utilities (86 ASU) Flight 8 Wing Trenton has a requirement to establish a Regional Individual Standing Offer for the provisions of engine overhaul, rebuild and parts for Deutz multi-fuel engines including training.  
 
2. It is intended to issue one Standing Offer. 

3. The proposed period of the Standing Offer is for two (2) years from November 1, 2020 with 3-1 year option years.

4. The requirement is limited to Canadian services.

5. There is no security requirement applicable to the Standing Offer.

6. The Offeror must provide in their offer the necessary documentation to support and demonstrate compliance with each mandatory technical criteria. Offers which fail to meet each of the mandatory technical criteria will be declared non-responsive and will receive no further evaluation. 
 
7. Please refer to the Request for Standing Offer, Annex F - Mandatory Technical Evaluation Criteria for the complete list of mandatory evaluation criteria.

8. An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.

9. The Offeror must submit pricing in accordance with Annex B - Basis of Payment, in Canadian Funds.
