    THIS AMENDS THE CLOSING DATE OF THE NOTICE OF PROPOSED
    PROCUREMENT (NPP) FROM 28 SEPTEMBER 2015 TO 14 OCTOBER 2015 AT
    2:00 PM.
    
    WEIGHING-TYPE ALL-WEATHER PRECIPITATION SENSOR (AWPS) 
    
    Environment Canada (EC), Meteorological Service of Canada (MSC)
    requires the supply, delivery, and support (availability of
    parts and servicing) of Weighing-Type All Weather Precipitation
    Sensors (AWPS) in accordance with MSC's technical specifications
    and user requirements over the next 10 years with the option to
    purchase additional units. The Surface Weather and Climate
    Network (SWCN) requires a continuous supply of sensors that can
    be procured over an extended period of time (up to 10 years) and
    must operate at all of EC's data-logger stations. The
    requirements are based on the World Meteorological Organization
    (WMO) user requirements for precipitation measurements - both
    solid and liquid - with some adaptations or additions for
    Canadian requirements. 
    
    The period of the Contract is from date of Contract to 31 March
    2026. 
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on Internal Trade (AIT). 
    
    NOTE TO BIDDERS: 
    
    Purchasing Intention 
    
    The initial purchase of firm quantities is intended to allow
    Environment Canada to determine an implementation plan that will
    assure that the AWPS is installed in a manner that meets the
    Mandatory Technical Requirements, and to determine the steps
    required to integrate the AWPS into existing data collection
    systems. Once an implementation plan is completed, Environment
    Canada anticipates to purchase the AWPS in large quantities for
    installation in the field. 
    
    Operational Implementation 
    
    A key element of Environment Canada's network management is
    "data of known quality". As part of Environment Canada's
    implementation plan for the AWPS, the Contractor must provide
    assistance in understanding the operational modes of the AWPS
    and their effect on data quality. This assistance could include,
    but is not limited to, factors such as 
    
    • appropriate collection and filtering of raw data, where the
    AWPS relies on post-processing of recorded data (e.g., external
    conversion of raw bucket weights to precipitation amounts) 
    
    • descriptions of internal processing algorithms, where the AWPS
    provides direct output of derived values (e.g., precipitation
    amounts). 
    
    The requirement includes the option to purchase additional units
    and warranty support.
