Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: THIS AMENDS THE CLOSING DATE OF THE NOTICE OF PROPOSED PROCUREMENT (NPP) FROM 14 JANUARY 2016 TO 18 JANUARY 2016 AT 2:00 PM. Underwater Remote Operating Vehicle (ROV) Environment Canada (EC), Burlington, ON requires the supply, delivery, 2-year warranty and training of an Underwater Remote Operating Vehicle (ROV) system to support scientific dive and scientific research projects in open lake, marine and riverine (high current) environments. This system will be used with divers to locate and recover scientific equipment and must include a diver operated sonar & navigation platform. The ROV system must be designed so that adual frequency imaging sonar can easily be removed from the ROV and placed on the diver operated sonar and navigation platform. This will allow the team to conduct the initial (long range) survey with the ROV and then convert the sonar to a diver operated system to complete the recovery (short range) operation in zero visibility environments. Underwater ROV systems requirements The underwater ROV system must include: An ROV; Control System (to be operated from ashore or on a small boat); Umbilical Cord System (connecting the ROV to the Control system); Sonar system (that can be removed & shared with a diver operated sonar navigation system); Diver operated sonar and navigation platform; and ROV tracking & navigation system The Underwater ROV system must include a 2 year warranty. Evaluation Procedures Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. Mandatory General Requirements, Mandatory Technical Requirements and Point Rated Technical Evaluation Criteria are included in Annex D, Evaluation. Basis of Selection - Highest Combined Rating of Technical Merit and Price To be declared responsive, a bid must: Comply with all the requirements of the bid solicitation; and Meet all mandatory criteria; and Obtain the required minimum of 2,000 points overall for the technical evaluation criteria which are subject to point rating. The rating is performed on a scale of 4,000 points. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
