Trade Agreement: NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Vehicle Technician Instructors W8486-136856/A Martin, Lesley Telephone No. - (905) 615-2076 ( ) Fax No. - (905) 615-2060 The Department of National Defence (DND) has a requirement for Vehicle Technician Instructor services for CFSEME at Canadian Forces Base Borden. The contractor must provide the services of five (5) Anglophone and two (2) Francophone or Bilingual instructors to provide theoretical and practical instruction to Vehicle Technician Apprentice (Developmental Period 1 (DP1)) and Journeyman (Developmental Period 2 (DP2)) students. The services will be provided from April 1, 2013 to March 31, 2014 with an irevocable option to extend the period of the contract for two (2) additional one (1) year option periods. Services are required five days per week, Monday to Friday. Some of the mandatory criteria are provided below. Refer to the Request for Proposal for the complete list of Mandatory and Point Rated Criteria The Bidder must provide resumes of all proposed instructors; total of seven (7) Each proposed instructor must hold a Class G Ontario driver's license, or equivalent. The Bidder must provide a copy of each proposed instructors' license with their bid Each proposed instructor must hold a minimum of one of the following occupational certifications: Regular Force QL5 (DP2) Veh Tech Certificate; Provincial or Inter-Provincial Automotive Service Technician Provincial or Inter-Provincial Truck and Coach Licence; or Provincial or Inter-Provincial Heavy Equipment Mechanic Certificate The Bidder must provide a copy of each proposed instructors certifications with their bid. Each proposed instructor must have a minimum of 4 years experience in the automotive or heavy equipment industry The Bidder must provide supporting documentation with their bid Each proposed instructor must have a minimum of 2 years experience teaching adults. The Bidder must provide supporting documentation with their bid. The Security provisions within this requirement are as follows: The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC. This contract includes access to controlled goods. Prior to access, the contractor must be registered in the Controlled Goods Program of Public Works and Government Services Canada. In order to gain access to Controlled Goods, the contractor personnel, who DND would deem to be embedded contractors, pursuant to the 2007 Exchange of Letters between DND and the U.S. Department of State, must EACH be citizens of Canada and hold a valid SECRET clearance, granted or approved by CISD/PWGSC. The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. The Contractor/Offeror must comply with the provisions of the: Security Requirements Check List and security guide (if applicable), attached at Annex C Industrial Security Manual (Latest Edition) Delivery Date: 01/04/2013 The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
