    Public Works and Government Services Canada requires the supply,
    delivery and installation of High Density Mobile Shelving. 
    Delivery and installation must be completed on or before March
    31, 2014.
    
    Some of the tasks the Contractor is required to perform include:
    	
    Remove files located on the current shelving system, place them
    in moving bins and store the bins approximately 50 feet away in
    an adjacent room on the 12th floor
    Dispose of the current mobile shelving system
    Supply and install the new mobile shelving systems
    Replace the files originally removed, onto the new mobile
    shelving systems
    
    The proposed bidders must meet all mandatory criteria detailed
    in the Request for Proposal document.
    
    Some of the mandatory criteria are provided below.  Refer to the
    Request for Proposal for the complete list.
    
    Item No.	Technical Criteria
    M1	The Bidder must meet the specifications outlined in Annex
    "A".  The bidder must provide a statement, stating that they
    meet all technical specifications outlined in Annex A.
    M2	The Bidder must submit drawings, for their proposed mobile
    shelving systems.  The drawings must include all required
    dimensions and elevations, the number of actual linear filing
    inches provided and the total floor space occupied
    M3	The mobile system manufacturer must be ISO9000 registered OR
    have a Quality management Plan in place.  The plan as a minimum,
    must demonstrate that there is a program in the manufacturing
    facility for verifying the conformance of products throughout
    the process and must cover the following stages:  Purchasing: to
    ensur that all purchased material conforms ot he specification
    requirements; Incoming Material Inspection: to provide
    inspection and identification of incoming material; Fabrication,
    Manufacturing and Assembly Inspection: to indicated as a
    minimum, all required last point inspections; Final Inspection;
    to indicate that all finished work is subject to a final
    inspection; Workmanship: how the workmanship is maintained at a
    level of quality consistent with the technical specificaton; and
    Inspection records: that records of al inspections performend to
    substantiate conformance to the specification requirements are
    maintained.  The Bidder must submit a copy of the Manufacturer's
    ISO Registration Certificate, or Quality Management Plan as
    applicable
    
    
    
    
    It is mandatory that the Bidder or a representative of the
    Bidder visit the work site. Arrangements have been made for site
    visit to be held on December 19, 2013 at 10:00am at 4900 Yonge
    Street, 12th Floor Toronto Ontario.  Bidders must communicate
    with the Contracting Authority no later than one (1) day(s)
    before the scheduled visit to confirm attendance and provide the
    names of the person(s) who will attend. Bidders will be required
    to sign an attendance form. Bidders should confirm in their bids
    that they have attended the site visit. Bidders who do not
    attend or send a representative will not be given an alternative
    appointment and their bids will be rejected as non-compliant.
    Any clarifications or changes to the bid solicitation resulting
    from the site visit will be included as an amendment to the bid
    solicitation
    
    The Security provisions within this requirement are as follows:
    
    The Contractor/Offeror must, at all times during the performance
    of the Contract/Standing Offer, hold a valid Designated
    Organization Screening (DOS), issued by the Canadian Industrial
    Security Directorate (CISD), Public Works and Government
    Services Canada (PWGSC).
    
    The Contractor/Offeror personnel requiring access to sensitive
    work site(s) must EACH hold a valid RELIABILITY STATUS, granted
    or approved by CISD/PWGSC.  Until the security screening of the
    Contractor personnel required by this Contract has been
    completed satisfactorily by the CISD, PWGSC, the Contractor
    personnel MAY NOT ENTER sites without an escort
    
    Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC
    
    The Contractor/Offeror must comply with the provisions of the:
    Security Requirement Check List, attached at Annex C;
    Industrial Security Manual (latest edition)

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
