    Background:
    To properly train Canadian Armed Forces (CAF) personnel, High Readiness (HR) CTE must include immersing the Primary Training Audience (PTA) into a replicated operational environment.  The integration of contracted Civilians in the Battlespace (CIBS) and CAS-SIMs is fundamental to this requirement. The training is greatly enhanced through the participation of civilian role players who are able to accurately replicate cultural, ethnical, and linguistic aspects of Host Nation Government (HNG), Non-Government Organizations/International Agencies (NGOs), as well as, the general civilian populace in a variety of scenarios.
    
    Requirement:
    The Department of national Defence (DND) has a requirement for the delivery of civilian role players, casualty simulations, training props and associated on-site exercise management and exercise planning, in support of Training Events in Wainwright, Alberta.
    
    The Contractor will be required to provide on an ‘as and when required basis’ through the issuance of Task Authorizations (TAs).
    
    The period of the contract will be from date of contract award to August 31, 2020 with options to extend for four (4) additional one (1) year periods.

    Demonstration:
    
    As part of the technical evaluation, bidders who comply with the mandatory requirements will be required to stage a demonstration as outlined in the RFP.  This demonstration will be held at the Canadian Forces Base Wainwright, Wainwright, Alberta.  The demonstration will be conducted at no cost to Canada.  
    
    DND anticipates that the demonstrations will be held during the
    week of August 13-15, 2019.
