    Due to the impacts from the COVID-19 pandemic, temporary measures are being taking on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remain our top priority.
    Suppliers are required to submit bids electronically using the Canada Post ePost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    TITLE: Toxic Gas Monitoring
    1. The Department of National Defence (DND) Real Properties Operations Detachment Borden (RP Ops Det Borden) is responsible for the monitoring of toxic gases within the confines of CFB Borden.  This includes the installation, calibration, maintenance certification, and repair of toxic gas monitoring systems in buildings, structures and systems found at CFB Borden. 
    The contractor is responsible for establishing a comprehensive certification program for toxic gas monitoring equipment located within the confines of CFB Borden, and to be monitored by the Project Authority (PA). There are multiple types and brands of monitors installed.
    2. It is intended to issue one (1) Contract.
    3. The period of the Contract is from 1st September 2021 to 31st August 2022 inclusive, with the option to extend.
    4. The Bidder must provide in their offer the necessary documentation to support and demonstrate compliance with each mandatory technical criteria. Offers which fail to meet each of the mandatory technical criteria will be declared non-responsive and will receive no further evaluation. 
    5. A bid must comply with the requirements of the Request for Proposal and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for contract award.
    6. The Offeror must submit pricing in accordance with Annex B - Basis of Payment, in Canadian Funds.
