Trade Agreement: WTO-AGP/NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Title: Computers Hardware and Software Environment Canada, Meteorological Service of Canada, Downsview, Ontario is currently upgrading their weather radars across Canada, and as part of the overall upgrades, has a requirement for the supply and delivery of 80 processing computers, 80 Red Hat Enterprise Linux 6 Workstation Operating System software with device license (standard subscription), 40 monitoring computers and a 5 year Maintenance Agreement for the computer hardware. The ruggedized computer systems will be used in radar sites across Canada and will be subjected to extreme temperatures, vibration and shock. The Bidder must submit at the date and time of bid closing, a signed letter from an authorized representative of the company, stating that the company has been in business for a minimum of 5 years, (within the past 5 years), selling and supporting ruggedized computer systems. Bidders must demonstrate meeting each of the Mandatory Technical Specifications at Annex A in the Request for Proposal and provide supporting documentation to support each Mandatory Technical Specification. The supporting documentation must be provided at the date and time of bid closing. Please see the Request for Proposal (RFP) document for the details of the evaluation criteria and selection method. As part of the bid evaluation process and following evaluation, the 3 top-ranked bidders must undergo a Proof of Performance Test (POPT) on the Processing and Monitoring Computer Systems. Through the POPT, Canada will test the solution proposed in the 3 top-ranked bids to confirm that it will function as described in the bid and that it meets the Mandatory Technical Specification and the Point Rated Criteria in the RFP. At the request of the Contracting Authority (CA), the 3 top-ranked bidders must provide a sample of the proposed processing and monitoring computer systems for the POPT. Failure to comply with this request will render the bidders proposal non-responsive. The POPT will take place at Environment Canada, Downsview, ON location. Bidders may ship the computer systems at no cost to Canada and request that Canada install the operating systems for the POPT OR bidders may choose to deliver, and install the operating systems for the POPT, at no cost to Canada. The CA will provide the complete address prior to bidders shipping or delivering the computer systems for installation. Each bidder will be given a maximum of 10 business days to deliver and install the systems, and 5 business days to complete the POPT. Delivery Schedule: 1. On the 60 Processing systems and 30 Monitoring systems, delivery must be on or before 27 May 2013; 2. On the 20 Processing Systems, 10 Monitoring Computer Systems; and 80 Red Hat Enterprise Linux 6 Workstation Operating System software with device license (standard subscription), delivery must be on or before 28 March 2013. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
