    Government of Canada is moving its Government Electronic
    Tendering Service from MERX to Buyandsell.gc.ca/tenders on June

    Buyandsell.gc.ca/tenders.
    
    The Government Electronic Tendering Service on
    Buyandsell.gc.ca/tenders will be the sole authoritative source
    for Government of Canada tenders that are subject to trade
    agreements or subject to departmental policies that require
    public advertising of tenders.

    After June 1, 2013, all tenders and related documents and

    Personal Activity Monitor System
    
    Defence Research and Development Canada (DRDC), Toronto, ON, has
    a requirement for the supply and delivery of Qty. 12,  Personal
    Activity Monitor System (PAMS).  These systems will be used with
    a combination of GPS, accelerometers, web-based functions and
    imbedded physiological sensors to derive an assortment of energy
    expenditure and vital signs measures.  When linked together,
    they can be connected to a base station,  by transmitting data
    over the web, cell phone systems, or using Bluetooth (for short
    range).
    
    PAMS will be used in harsh and physical demanding enviroments in
    a large field feeding nutrition program, for physical readiness
    and other human effectiveness projects conducted by DRDC and
    their collaborators in academia/industry.  PAMS will be attached
    to individuals, and record variables such as heart rate,
    respiration, Sa02 and body temperature. 
    
    
    Some of the mandatory specifications are:
    
    	-	must have multiple systems that can be linked together for
    multiple user trials (up to 10 			subjects at a time);
    		-	must use accelerometry, Bluetooth-enabled, and GPS (in
    combination with known 			parameters such as body mass, height
    to estimate body position, and must have an 			option for future
    upgrade to estimate through algorithms, energy expenditure
    across a 			wide range of activities, and environmental
    conditions;
    		-	must be capable of measuring heart rate, respiration, Sa02,
    core and skin temperature
    			including sub-systems for ingestible radio pill technologies
    for measurement of core 			temperature (40 disposable);
    		-	must be compatible with smart phones for data collection and
    verification;
    		-	must be robust in -40C to +50C; etc.

    complete specification of the Personal Activity Monitor System.
    It is mandatory that the Bidder's proposed product comply with
    the Requirement at Annex A.
    
    Delivery is required on or before July 29, 2013 to DRDC,
    Toronto, ON.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
