    1. The Department of National Defense (DND), Canadian Forces Base Trenton requires the supply of instructions, facilities, resources and infrastructure to conduct coached jumps and canopy handling training courses to Search and Rescue Technicians (SAR) in support of their parachute saturation exercises on a "when requested" basis. 
    
    DND intends to provide CSPA or equivalent Coaching skills, canopy handling training and multiple SAR Tech coached jumps to approximately 25 SAR Techs per year.
    
    SAR Techs will conduct their annual parachute saturation exercise when weather and their schedule permits between May and October of the given year. The parachute saturation will be broken down in 3-4 serials each doing a similar progression skills. Requirements will be for the contractor to provide two days of training with a dedicated plane and lift seats on an alternate plane for 15 jumps per person attending.  
     
    2. It is intended to issue one Contract.
    
    3. The period of the Contract is from Contract Award to one year post Contract award with two additional one year option periods.
    
    4. There is no security requirement applicable to the Contract. 
    
    5. Please refer to Part 4, article 4.1.1 Technical Evaluation for the  mandatory evaluation criteria.
    
    6. A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
    
    7. The Bidder must submit pricing in accordance with Annex B - Basis of Payment, in Canadian Funds.
    
    8. The bidder must demonstrate that they meet every mandatory evaluation criteria in their bid by submitting supporting documentation.  Failure to provide supporting documentation by bid closing date will result in the bid being deemed non-responsive. 
    
    9. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
