    1.	ACAN Explanation
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.
    
    2.	Definition of Requirement
    
    Environment Canada, Air Quality Research Division in Toronto,
    Ontario, requires the supply and delivery of quantity two (2)
    complete and fully-assembled Airpointer Air Monitoring System
    base units equipped with SO2 permeation tube, H2S permeation
    tube and holding stands. Environment Canada currently owns and
    operates three Airpointers and has developed an in-house data
    analysis software specific to this instrument and plans to
    continue utilizing the same data analysis software without
    redevelopment. Delivery of the two units is required on or
    before March 31, 2012. 
    
    3.	Criteria for Assessment of the Statement of Capabilities
    
    3.1	Minimum Essential Requirements:
    Any interested supplier must demonstrate by way of a statement
    of capabilities that its product meets the following
    requirements: 
    
    An air quality monitoring system meeting the following
    specifications:
    
    1.	Variables measured, range, precision required:
    a.	O3: 0-1000 ppb, 1 ppb;
    b.	NOx: 0-1000 ppb, 2 ppb;
    c.	H2S/SO2: 0-1000 ppb, 1 ppb;
    d.	CO: 0-100 ppm, 0.1 ppm;
    e.	PM2.5: 0-100 ug/m3, 1 ug/m3, EPA equivalent 6. Meteorology:
    T, RH, WS, WD, P.
    
    2.	Data time resolution: 1 minute.
    
    3.	Fully integrated data logger and computer which collect all
    data plus sensor pressures, temperatures, flow rates Ethernet,
    USB, VGA. 
    
    4.	Automated zero for all gases (i.e. internal zero air
    generator).
    
    5.	Automated span calibration for H2S/SO2.
    
    6.	Fully weatherproofed housing. Ambient Operating T range: -40C
    to + 40C. 
    
    7.	Actively temperature controlled box (thermostat, AC &
    heater). 
    
    8.	T-controlled instrument box dimensions < 1200 x 1000 x 500
    mm. 
    
    9.   Total weight < 150 kg. Total power incl. pumps, AC, heater
