Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Scoot Particle - Aerosol Mass Spectrometer Environment Canada (EC), Downsview, Ontario requires the supply and delivery of one (1) complete and fully functional Scoot Particle-Aerosol Mass Spectrometer to be delivered on or before March 31, 2014. This instrument will be used to measure in real time for aerosols' physical and chemical properties (e.g. aerosol size and concentration; aerosol composition of black carbon/soot, many other organic and inorganic species). In its bid price, bidder must include the prices of any components, peripherals or supplies required in order to provide a system that is fully-functional upon delivery to EC and complies with RFP Annex A. Bidder's proposed system must meet all of the mandatory requirements in order to be deemed responsive. Some of the mandatory technical criteria are: a. Intracavity laser vaporizer module (1064 nm) to detect near infrared light absorbing particles including the refractory carbon mass; b. Tungsten made thermal vaporizer (operating at 600 degree Celsius) to ionize non-refractory particle material; c. The instrument must be able to operate with the laser vaporizer alone, the tungsten vaporizer alone and with both laser and tungsten vaporizers at the same time; d. The detector must be high resolution mass spectrometer able to continuously scan mass spectrums from 0 up to a minimum of 1000 amu with a minimum mass resolution of 5000 m/ m. e. Ions must be generated using electron impact ionization technique operating at 70 eV. Please see the RFP for the complete list of the mandatory technical criteria. Basis of Selection will be based on the lowest responsive bid. Pricing must be submitted in Canadian funds.
