Real Time Laser-Induced-Incandescence Measurement System

Environment Canada (EC), Downsview, Ontario, requires the supply
and delivery of one (1) Real-Time Laser-Induced-Incandescence
Measurement System on or before March 31, 2014 with an option to
purchase a second LII system. 

The Real-Time Laser-Induced-Incandescence Measurement System
will be used for measurement of black carbon at low atmospheric
concentrations. The measurement instrument is to be capable of
very fast, accurate measurements for operation on EC's mobile
lab while driving and on aircraft during flight. Black carbon is
a required measurement to investigate emission, transport and
transformation of aerosols related to air pollutant sources and
for assessing the light absorption of aerosols in the context of
visibility and the study of short-lived climate-forcing
pollutants. This instrument will support current and future work
under Clean Air Regulatory Agenda (CARA) initiatives. 

Bidder's proposed system must meet all of the mandatory
requirements in order to be deemed responsive. Please see the
Request for Proposal for details of the technical evaluation
criteria. 

Basis of selection will be based on the lowest price responsive
bid.

The Crown retains the right to negotiate with suppliers on any
procurement.
