    Winter Sand
    
    The Department of National Defence (DND), Canadian Forces Base (CFB) Borden requires a Regional Individual Standing Offer (RISO) for the supply and delivery of road sand for winter ice control mixed with road salt, for winter de-icing applications at the base.
    Contractor must deliver material and stacker with loader within 3 business days of receipt of the call up.
    The period of the Standing Offer is from date of issuance to October 31, 2020 with an option to extend the standing offer by 2 additional one year periods.
    Only 1 Standing Offer will be issued as a result of this Request for Standing Offer.
    The historical volumes are specified at Annex B, Basis of Payment, under estimated usage. This information is only an estimate which is made in good faith and does not represent an agreement by Canada to purchase these quantities.
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA)."
    This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method.
    
    Financial Evaluation
    Mandatory Financial Criteria
    The Offeror must complete and submit with its offer, Annex B Basis of Payment, in Canadian Funds. Pricing must be provided for all line items.
    The price used in the evaluation will be the Total Evaluated Price which is the total price of item 1 and item 2 for the firm and option years.
    
    Basis of Selection
    An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a standing offer.

    The Crown retains the right to negotiate with suppliers on any procurement.
