Real Properties Operations Detachment Borden (RP Ops Det. Borden) has a requirement to execute quality testing of transformer oil and other various electrical testing, as well as additional testing on an as and when required basis to ensure that the transformers located at CFB Borden, ON, are functional. The period of the proposed Contract is from June 1st, 2019 to May 31st, 2020 inclusive, in addition there are 4 additional optional one-year extension periods. The scope of work includes, but is not limited to: a. Annual Transformer Oil Testing each September of between 17 and 127 transformers. The Annual Oil Testing of each transformer must include (but is not limited to): i. Dissolved fault gas analysis ii. Standard ASTM oil tests iii. Moisture Content b. Additional Testing are to be performed as and when requested. It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a site visit to be held at 16 Ramillies Rd, CFB Borden on February 14th, 2019. The site visit will begin at 10:00 EST, in Conference Room 234 Building P-154. An additional site visit will be held at 16 Ramillies Rd, CFB Borden on February 21st, 2019. The site visit will begin at 10:00 EST, in the Contracts Office Conference Room 235 Building P-154. Bidders must communicate with the Contracting Authority no later than February 13th, 2019 at 16:00 EST to confirm attendance to the site visit to be held on February 14th, 2019. For the site visit to be held on February 21st, 2019, bidders must communicate with the Contracting Authority no later than February 20th, 2019 at 16:00 EST to confirm attendance. Bidders must provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended one of the site visits. Bidders who do not attend one of the mandatory site visits or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visits will be included as an amendment to the bid solicitation. A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for the award of a contract. The mandatory technical criteria include, but are not limited to: a. The Bidder must provide documentation outlining that they have 5 years of experience within the last 8 years in Transformer Oil Testing. b. The Bidder must submit a list of proposed resources meeting all of the following disciplines: Electrical Engineer, Electrical Engineering Technologist, Electrical Engineering Technician, and Certified Infrared Thermographer. Refer to the Request for Proposal for the complete list. The Bidder must submit pricing in accordance with Annex B, Basis of Payment, in Canadian Funds. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
