If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Public Works and Government Services Canada (PWGSC) on behalf of Department of Fisheries and Oceans (DFO), intends to negotiate with BioSonics, Inc., Seattle, Washington, for the provision of a Scientific Grade, Digital Echosounder. Mandatory delivery date: on or before March 31, 2015 Quantity: 1 each The BioSonics split beam digital transducers use a proprietary and unique digital signal processing technology and are compatible only with the BioSonics echosounders. DFO is replacing existing Biosonics hardware including the echosounder, transducer, cable, and laptop. DFO has existing Biosonics software that is proprietary to their system. Additionally, DFO would retain the original transducer to be used for multi-transducer arrangements with the new hardware. Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements: Mandatory Echosounder Specfications: 1. A 200 kHz frequency split beam digital transducer (scientific grade) utilizing a narrow (approx. 6 degree) circular beam pattern with small side-lobes (one way -25db or better). 2. Must connect multiple transducers to a single surface unit. 3. Integrated orientation sensor unit in transducer. 4. Weather proof and portable surface unit. 5. System noise floor of -140 db. 6. Integrated waterproof DGPS. 7. Self-Diagnosis and calibration abilities. 8. Touch screen interface with notebook computer. 9. Internal data digitization. 10. Powered by both 12V DC and 110V AC. 11. Notebook computer suitable for running the echosounder and post processing software 12 System must obtain target strength information from the same raw data used for integration. 13. System must come with appropriate software for running the echosounder, acquiring data, and basic post processing of the data. Must be compatible with Biosonics' Visual Habitat software or include equivalent habitat mapping software. 14. Simultaneously collect DGPS data. 15. Raw data files are compatible with Myriax Echoview post processing software. 16. Ping rates between 3-10 per second. 17. System acquires data at range 0 (zero) meters from the transducer for submerged vegetation assessment. 18. Includes all necessary accessories for complete functioning of the system (transducer cable, min. 25 ft; pelican case/waterproof housing). 19. Produce identical data output to Biosonics DTX unit for the contiuity of long-term datasets. 20. System must be compatible with existing Biosonics Digital DT-X Transducer for use in multi-transducer arrangements. The estimated value of the contract $55,620.00 USD. Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
