General Information: It is estimated that the Royal Canadian Mounted Police (RCMP) "E" Division has an excess of 3000 of these exact model battery cells in use at remote mountain top repeater sites throughout the Province of British Columbia. These cells are used as part of a solar power system for public safety communication systems and are regularly exposed to extreme temperatures. During winter conditions, accessing these installations is not always feasible, thus a battery with proven performance and reliability is essential. The majority of these new battery cells are required to increase battery capacity at these sites to accommodate the additional standby current draw from the new P25 digital E-ReNU radio systems being installed. The RCMP "E" Division has been using this exact battery cell technology at these repeater sites for over 10 years and have developed a mounting solution specific to installing the battery cells in Sinclair Comshel structures. Requirement: The RCMP require the supply, delivery and unloading of GNB 90A13 Absolyte battery cells, Part # M870060901316RR complete with all part to connect the cells, to various RCMP locations in British Columbia. The 90A13 Absolyte IIP battery cell is a sealed Valve Regulated Lead acid (VRLA), absorbed glass mat battery cell. Mandatory Requirements The battery cell must: - have proven field capability of at least 10 years in a solar charging application - be capable of deep cycling (1200 cycles to 80% D.O.D) - have a 520 amp-hour capacity per cell (based on 8 hrs to 1.75v / cell @ 25 C) - have a self discharge characteristic of 1% per week maximum at 25 C - have a float voltage range of 2.23 to 2.27 volts per cell at 25 C - include high rate inter-cell connectors and all associated hardware - have a standard polypropylene jar and cover - have an independent heavy steel cell tray case with holes and hardware for bolting the cells together - have a 20 year warranty for standard use; 10 years for solar use - operate in a vertical or horizontal configuration - be AGM technology - not require scheduled watering - be capable of withstanding freezing conditions in any state of charge - be exempt under Schedule 2 - Special Provision 39 section 2 (a) and (b) of the Canadian TDG regulations - be capable of deep discharge recovery and accepting of high rate of charge - have a high pressure self-resealing safety vent value The steel casing must: -be physically compatible with existing batteries to ensure physical and electrical bonding is maintained for lighting, seismic and personnel safety. -have integrated handles for carrying and/or slinging -not exceed 93lbs (tray and cell) for ease of transport and fitting into installations Quantities: The RCMP require an inital quantity of 426 GNB 90A13 Absolyte IIP Battery Cells with the option to purchase various quantities over the next 3 years. Estimate quanties for Year 1 - 400 cells; Year 2 - 300 cells; and Year 3 - 300 cells. The actual quantity will be ordered based on the RCMP's operational need. Delivery: The initial order will require a mandatory delivery of a minimum of 100 battery cells to the RCMP no later than October 01, 2013. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
