    Introduction
The current nitrogen generator (Parker Balston N2-2010) has been
discontinued and replacement parts are no longer available. Any
downtime of this equipment is not acceptable, as it would
require Health Canada (HC) to supply nitrogen to the instruments
using large liquid nitrogen dewars. These dewars would have to
be replaced weekly and thus present safety concerns.

Nitrogen (N2) supply is essential to the operation of Liquid
Chromatograph (LC) / Mass Spectrometer (MS) systems. Serious
consequences, in terms of instrument damage and sample loss,
will occur if the N2 supply is stopped even for a short period
    of time.

    Requirement
Health Canada (HC), Food Program - Western Region Laboratory
(FP-WRL) has a requirement for the supply and delivery of a
Parker Balston N2-45 nitrogen generator to replace the current
Parker Balston N2-2010 that was purchased in 2001.

HC-FP-WRL's current Parker Balston N2-2010 nitrogen generator
which supplies nitrogen to 4 LC/MS/MS systems, is set up with
1/2" NPT inlet/outlet ports and fits within a 25"x25" footprint.

The Parker Balston N2-45 is requested for the following reasons:

    1.	Compatibility of consumables: the N2-45 uses the same filters
and hydrocarbon scrubbing tower as the current model. HC have
these supplies on hand, and substitution would constitute a
    significant operating cost.

    2.	Equivalent footprint: the placement of the generator is in a
tight space (25" x 25" footprint) within the laboratory. The
footprint can not be changed and all controls must be on the
    front of the unit.

    3.	Iinstallation expenses: would not require any additional
costs to adapt the current setup (e.g. placement of compressed
    air supply lines)

Proven technology: Parker Balston is recommended and used by all
    major LC/MS manufacturers.

Delivery: must be on or before March 28, 2013.

The total cost of the System must not exceed $27,000.00 Cdn,
    HST/GST extra.
    Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any
    procurement.

Documents may be submitted in either official language of Canada.
