As a result the General Duty Staffing Analysis Project started in May 2012 with analysis of electronically recorded workload data and shift schedules for four Lower Mainland District (LMD) pilot detachments. The end result has been the development of new measures for workload, service levels and staffing needs for LMD. To assist in the development of these new measures and staffing requirements, the patrol simulation modeling software, Managing Patrol Performance (MPP) v.9.5, licensed to the Policing Consultant that assisted with the LMD project was utilized. As a result of the MPP modeling software, General Duty (GD) Operations has been able to do the following activities Proactively monitor GD operational efficiency Justify GD staffing requirements to Mayors-in-Council Eliminate excess over-time Discover what's consuming GD officer time Forecast future GD requirements to meet growing demands for service Ascertain the most efficient deployment of GD officers across shifts, days, and areas. Determine the minimum number of GD Members required to achieve performance standards. Estimate available problem-solving time per unit on any shift or day of week Analyze the impact on GD performance of scheduled or unanticipated absences Calculate how area performance will be affected with some response units on special details Simulate increases or decreases in call-for-service or administrative work Compute the effect of changes to area boundaries on workload In April 2014, due to the success of the LMD pilot project, the Criminal Operations, CROPS, A/Commr. for E Division has expanded the scope of the MPP project to include all E Division detachments and Investigative Units. To this end, "E" Division is required to procure its own license for the MPP modeling software used by the Consultant, to sustain the new business processes developed as a result of the General Duty(GD) Staffing Analysis Project. The new Business processes include the deployment of Business Intelligence metrics, created using the Enterprise IBM Cognos Business Intelligence (BI) platform, that are inputs to the MPP modeling software. Requirement: PWGSC on behalf of the RCMP in British Columbia, with negotiate with Police Management Advisors, Carlsbad California for the supply and delivery one (1) only unrestricted perpetual Managing Patrol Performance (MPP) V9.5 Software Site License for the RCMP in British Columbia. The price includes MPP v9.5 program customization, on-site installation assistance, training for advanced users, briefings for managers and a technical/administrator manual. After installation, technical support and software will be provided for a period of one year. The software application must be installed and configured on RCMP computers, from within RCMP firewalls. All application codebase and configuration files must reside within RCMP firewalls. Application codebase, configuration files, bug fixes and updates cannot be installed from vendor servers that reside outside RCMP firewalls. An IM/IT Senior Business Analyst, reviewed other solutions with similar functionalities, and the MPP software application from Police Management Advisors only application suitable for the RCMP. Police Management Advisors, Carlsbad California is the sole provider of the MPP software application. Contract value: $26,000.00 - $29,000.00 US This requirement is subject to the NAFTA and AIT. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
