Background:
In supporting the effective management of an environmental incidents (e.g. hydrocarbon spills), Fisheries and Oceans Canada (DFO) provides technical support and advice on fish and fish habitat, marine mammals, fisheries, aquatic species at risk and aquatic ecosystems. The support effort may also include the assessment of any number of potential human health and ecological endpoints affected by the environmental contaminants involved in the incident. These assessments can involve environmental sampling and analysis for spill-related contaminants in various media such as soil, soil vapor, sediment(s), surface water, groundwater, and plant and animal tissues. The typical contaminants involved include organic and inorganic chemical groups such as Polycyclic Aromatic Hydrocarbons (PAHs), extractable petroleum hydrocarbons, metals and any number of persistent organic pollutants. 

Requirement
The Department of Fisheries and Oceans (DFO) Canada require, on an "as and when" requested basis, the supply and delivery of Laboratory Analytical Services to various DFO locations across Canada, in support of oil spill response, response planning and recovery.
 
The objective of the Request for Standing Offer (RFSO) is to establish up to five National Individual Standing Offers for a period of 3 years.
