    This Notice of Proposed Procurement (NPP) is to inform you that the following suppliers from the P3 Advisory Services Supply Arrangement (series number EZ156-170002/006/VAN to EZ156-170002/010/VAN) are being invited to participate in a solicitation against the above noted Supply Arrangement:

    Summary of the Requirement
    Public Services and Procurement Canada (PSPC), Portfolio and Asset Management (“the Client”) is seeking a Financial Advisor (FA) to complete a Public-Private Partnership (P3) Business Case and provide the necessary P3 financial advisory services during the approvals, pre-procurement, procurement, construction, and initial operating period of the 875 Heron Road Rehabilitation Project (“the Project”).
     
    The government-owned Taxation Data Centre and Taxation Headquarters complex located in the Confederation Heights Federal Node in Ottawa, requires comprehensive rehabilitation in order to extend its life expectancy occupancy for an additional 25 years.  
    
    This Contract with Task Authorizations (CTA) requires the services of a FA to provide various financial and related advisory services to PSPC in support of the P3 Consortium from initial approval, to procurement and delivery. The project is divided into the following two phases:
       
    i. Phase 1 will be the initial fixed price contract, which includes collecting and reviewing the existing project documentation, developing the P3 Project Agreement (PA), and developing the P3 Business Case, including qualitative analysis, market sounding refresh, benchmarking P3 Honoraria, quantitative risk analysis, financial model development, recommendations, construction implementation strategy, affordability/source of funds, procurement strategy, project implementation strategy, risk management plan, and updating the existing investment analysis report. It also includes developing the Request for Qualifications (RFQ) and Request for Proposal (RFP) procurement documents to 80%, as well as advisory services. Finally, Phase 1 will also include Optional services to modify the P3 PA, should a one-stage construction implementation strategy be approved.
    ii. Phase 2 - If the Project receives Amended Expenditure Authority 1 and Project Approval, the CTA will be extended, and Task Authorizations will be issued. Examples of Task Authorizations to be issued include the following: finalizing the RFQ, RFP and the PA, development of the RFQ and RFP financial evaluation criteria, support during the RFQ and RFP open periods, lead financial evaluations of the RFP and RFQ submissions, Value for Money validation and refreshes, P3 Business Case update, support for financial close and commercial close, construction advisory services and operating period advisory services. 
    The duration of the FA contract is dependent on the selection of either the one-stage or two-stage construction implementation strategy. The Project duration is anticipated to be approximately ten and a half years, from February 2020 to July 2030, in the approved two-stage construction implementation strategy. If a one-stage construction implementation strategy is approved, the Project duration is anticipated for a period of approximately eight and a half years, from February 2020 to July 2028.

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
    
    This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.
