Requirement: Public Works and Government Services Canada (PWGSC), on behalf of the Environmental Services Contaminated Sites (ESCS) Directorate of PWGSC, has a requirement for the assessment and abatement of hazardous materials for PWGSC and other government departments (OGD) in British Columbia and Yukon. Depending upon the project scope and location of work, the Contractor may be required to complete tasks in accordance with applicable federal, British Columbia, or Yukon environmental legislation. Specific work requirements for each Task Authorization (TA) will be detailed as part of the TA procedure by the PWGSC Environmental Services Project Manager (ES PM). Work may be performed for PWGSC or on behalf of Other Government Departments (OGD) (i.e. Clients). PWGSC Environmental Services will retain the services of Contractors to supervise/manage projects relating to the assessment and abatement of hazardous materials in the Pacific Region which includes BC and Yukon in and around federally owned facilities and properties. The assessments, compliance evaluations, abatement and disposal of hazardous material may be conducted at a variety of sites including, but not limited to, federal owned office buildings, prisons, warehouses, storage facilities, laboratories, fish hatcheries, lighthouses, private residences and ships owned or under the control of the federal government. PWGSC Environmental Services also provides management and assessment services for hazardous products and wastes generated by PWGSC-owned and leased properties and those of other federal Departments. The Contractor will be responsible for performing or providing expert advice and support for all activities relating to the assessments, compliance, evaluations, risk management, abatement and disposal of hazardous materials, the management of chemicals and hazardous substances, including hazardous consumer products. The Contractor may be required to develop and implement hazardous materials management plans, abatement and/or remediation action plans, inventories, standard operating procedures, tender specifications, and/or training packages. The assessment, management and abatement activities performed may take place in facilities that are actively in-use and occupied. It is expected that PWGSC will award up to four (4) Contracts as a result of this Request for Proposal. The overall estimated volume of work to be distributed amongst successful bidders is up to $5,250,000.00 (including applicable taxes). The period of the Contracts will be from June 1, 2021 until May 31, 2023 with the option to extend for an additional one (1) year. There are security requirements associated with this requirement.
