TITLE: Scanner Widetek 36DS Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of the requirement The Department of Public Works and Government Services Canada need one duplex scanner large format, WideTek 36 DS, capable of scanning both sides in one pass. This requirement must include the delivery, installation, onsite training and must have a 12 months on-site warranty, parts, labor and travel included with an option of additional coverage up to 24 months. Options for the delivery of one additional unit may be exercised at the discretion of PWGSC, and if exercised must also include the delivery, installation, onsite training, a 12 months on-site warranty, parts, labor and travel included with an option of additional coverage up to 24 months. Background The Department of Public Works and Government Services Canada on behalf of its client, Library and Archives Canada has the need to scan documents from the First World War. There is a large volume of archived images (est. 18M) which comes in a variety of sizes and paper quality. Given the age and importance of these documents, it must be handled with extreme care in order to preserve its condition. The capability of a duplex scanner that can scan both sides in one pass and in various sizes will help minimize possible damages to these documents. The scanned images will be made available through the Library and Archives Canada website for public viewing. 2. Criteria for assessment of the Statement of Capabilities Any interested supplier must demonstrate by way of a statement of capabilities that its scanner meets the following requirements: 1) Scans double sided documents up to 36 inches wide in one pass. 2) Must be equipped with two camera boxes, both consisting of three CCD systems integrated 135,000 pixels into the upper and lower part of the device. 3) Must have software that separates the scanned document into four single images, capturing the left and right half of the front and back, in one single step. 4) Must scan color 12.4 inches per second. 5) Must have an optical resolution of 1200 x 600 DPI. 6) Must have white LED lamps, IR/UV free. 7) The scanning should be done from the front, up and display in real time. 8) Editing images without rescanning the document. 9) Must have dust-free camera technology. 10) Must provide maintenance and troubleshooting remotely. 3. This procurement is subject to the following trade agreement(s) Agreement on Internal Trade (AIT) North American Free Trade Agreement (NAFTA) 4. Justification for the Pre-Identified Supplier It is proposed to negotiate and issue a contract with Le Groupe A & A (TechMédias) Inc. , which is the exclusive distributor for Canada, for the sale and after-sales service for the company Image Access, manufacturing large format duplex scanner duplex. It is the only large format duplex scanner currently found on the market. 5. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 6. Limited Tendering Reasons The following limited tendering reasons are invoked under the (section of the trade agreement(s) specified): Agreement on Internal Trade (AIT) - Article 506 Item 12b. Where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitue exists. North American Free Trade Agreement (NAFTA) - Article 1016 Item 2b. Where for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. 7. Period of the proposed contract or delivery date Scanners are required within a maximum period of 30 days from the date of signing the contract. This condition also applies for the optional unit. 8. Cost estimate of the proposed contract The estimated value of the contract, including any option is $ 68 800.00 (GST and QST extra). 9. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is on or before July 18, 2014 at 2:00 P.M. PDT. 12. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
