    There are two (2) separate solicitation documents on Buyandsell.gc.ca for this requirement First Nations and Community Engagement Service:  
    
    Solicitation EZ113-160192/A is open to all Bidders and EZ113-160192/B is aimed for Aboriginal Bidders under the Procurement Strategy for Aboriginal Business Set-Aside Program.  Bidders that are eligible under the Aboriginal set-aside may also choose as well to make an offer for the open requirement.  In this case, they MUST submit two (2) separate offer packages for each applicable work package.
    
    
    Requirement:
    
    Public Works and Government Services Canada (PWGSC) Environmental Services has a requirement to establish Contracts for Task Authorization with contractors capable of providing First Nations and Community Engagement Services in support of Environmental Services projects within British Columbia,  the Yukon Territory and Alberta (Mountain Parks Region).  
    
    The Contractor will be responsible for supporting construction, contaminated sites remediation projects and other projects where community and/or First Nations engagement may be required.  
    
    For projects in Alberta, the application of the contracts(s) contemplated by this solicitation will be limited to work where there is anticipated to be community and/or First Nations interests in trans-boundary areas associated with Rocky Mountain parks of Alberta and British Columbia administered by Parks Canada.
    
    The Canadian government is the custodian of more than 18,000 suspected and confirmed contaminated sites. PWGSC provides technical and project management assistance to government departments that are custodians of contaminated lands.  The responsibilities of PWGSC in providing services to other departments are complex and challenging. The management of a contaminated site goes beyond removing harmful substances; it often involves citizens who have significant concerns about the health and safety of their families and communities. Local and First Nations concerns must be appropriately addressed in order to create an environment of trust that will ultimately result in a successful assessment and remediation process.
    
    It is expected that PWGSC will award up to two (2) Contracts as a result of this Request for Proposal.  The overall estimated volume of work to be distributed amongst successful bidders is up to $1,900,000.00 (taxes extra as applicable).  The period of the Contracts will be from date of award until November 30, 2019.
    
    There are security requirements associated with this requirement. 
    
    The requirement is subject to the provisions of the World Trade Organization - Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement (CFTA).
    
    This procurement is subject to the following Comprehensive Land Claims Agreement(s):

    - CTFN:  Carcross/Tagish First Nation Final Agreement
    - FNNND: First Nation of Nacho Nyak Dun Final Agreement
    - KDFN:  Kwanlin Dun First Nation Final Agreement
    - KFN:   Kluane First Nation Final Agreement
    - LSCFN: Little Salmon/Carmacks First Nation Final Agreement
    - SFN:   Selkirk First Nation Final Agreement
    - TH:    Tr’ondek Hwech’in Final Agreement
    - TKC:   Ta’an Kwach’an Council Final Agreement
    - TTC:   Teslin Tlingit Council Final Agreement
    - VGFN:  Vuntut G’wich’in First Nation Final Agreement       
    
    The Comprehensive Land Claims Agreements of up to eleven (11) Yukon First Nations may apply to this procurement, depending on where the services will be provided.
    
    This bid solicitation is to establish a contract with task authorizations (TA) for the delivery of the requirement detailed in the bid solicitation, to the Identified Users in British Columbia, Yukon Territory, and Alberta, including areas subject to Comprehensive Land Claims Agreements.
    
    The Federal Contractors Program (FCP) for employment equity applies to this procurement.
