    1. Definition
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement ofcapabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    2. Requirement 
    Correctional Services Canada has a requirement for the supply of one (1) multipurpose grounds maintenance machine for the Kwikwexwelph Healing Village, Harrison Mills, BC. The Kwikwexwelph Healing Village (KHV) is limited in space, with rough, sloped terrain, and requires a machine ableto navigate that terrain without the need for regular repairs. The machine must be capable of operating on narrow pathways and maneuvering in tight spaces. In order to ensure that KHV’s ground maintenance is carried out in an efficient and cost effective manner, the machine must also be able to use a number of attachments (as listed below) and must be able to use rear and front attachments simultaneously.
    
    3. Criteria for assessment of the Statement of Capabilities: Minimum Essential Requirements 
    Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements. 
    The machine must, either as the base model or with attachments, meet the following mandatory criteria:
    3.1 4 X 4 drive train
    3.2 4 wheel turning
    3.3 all-wheel steering
    3.4 power steering with tilt steering wheel 
    3.5 full time four-wheel drive
    3.6 four wheel independent suspension
    3.7 keyless ignition
    3.8 cab enclosure with heater and air conditioning
    3.9 Roll Over Protective Structure (ROPS) in compliance with the Society of Automotive Engineers (SAE) J1040 requirements. 
    3.10 Falling Object Protective Structure (FOPS) in compliance with SAE-J1043 requirements.

     a) front work lights
     b) tail lights
     c) brake lights
     d) headlights
     e) rear work lights
     f)  hazard lights
     g) dome light
    3.12 rearview and side mirrors
    3.13 horn
    3.14 turn signals
    3.15 backup alarm
    3.16 engine block heater
    3.17 able to operate on pathways and sidewalks as narrow as 5ft in width
    3.18 able to operate on sloped (minimum 8% incline), rough terrain, and gravel without the need for regular repairs
    3.19 able to operate at an altitude of 1000ft above sea level
    3.20 able to operate front and back attachments simultaneously
    3.21 able to remove sand and snow in tight areas (70” wide) with a minimum snow bucket volume of 68”
    3.22 Forklift capability for smaller loads (40” X 48”)
    3.23 Dump-box volume capacity of 200lbs, capable of delivering smaller payloads in and around tight areas (70” wide)
    3.24 4000lb/1810 kg towing capacity 
    3.25 Dozer blade size requirements:
    a) minimum/maximum width: 60”/70”
    b) minimum/maximum height:20”/30”  
    3.26 include a snow blade for pushing snow in tight areas and for general snow removal
    3.27 include a sweeper for grooming paved areas and retrieval of winter sand and gravel 
    3.28 include an industrial grapple for moving logs and debris
    3.29 include a general ground bucket for work capability in tight areas (70” wide)
    3.30 One (1) year warranty, unlimited hours
    
    4. Applicability of the trade agreement(s) to the procurement 
    This procurement is subject to the following trade agreements:

    5. Justification for the Pre-Identified Supplier 
    The Bobcat 5600 Toolcat is the only known machine on the market that meets or exceeds the mandatory requirements. Westerra Equipment LP is the only distributer permitted to deliver to this location as per Bobcat’s policies pertaining to territorial assignments.
    
    6. Government Contracts Regulations Exception 
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) “Only One Person or Entity Capable of Performing the Contract”.
    
    7. The period of the proposed contract or the delivery date 
    The machine must be delivered on or before March 31, 2017. 
    
    8. A cost estimate of the proposed contract 
    The estimated value of the contract is $102,455.00 (not including GST).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    11. The closing date for a submission of a statement of capabilities. 
    The closing date and time for accepting statements of capabilities is January 19, 2017 at 2:00 pm PST.
