Definition An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Requirement The National Research Council of Canada (NRC) has a requirement for the supply and delivery of one (1) 4K digital microscope to Vancouver, British Columbia. NRC Vancouver delivers advanced technologies to Canada’s energy and mining sectors by transforming scientific discoveries into applications for industry. To deliver this service NRC requires equipment for high definition microstructure characterization of mining wear materials, failure analysis of engineering components, and topography of secondary minerals. The scope of work includes the supply, delivery and installation of the system to NRC Vancouver, and training on the use of equipment. 3. Criteria for assessment of the Statement of Capabilities: Minimum Essential Requirements Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements. The microscope must, either as the base model or with attachments, meet the following mandatory criteria: 3.1 The digital microscope must have the components of controller, image capture camera, focus view camera, objective lens, lighting and observation unit, stage, measurement and analysis software, and development tool. 3.2 The controller must have a handheld controller. 3.3 The controller must be able to connect and control two imaging systems at the same time. 3.4 The controller must have a 4K display monitor with 3840 × 2160 pixels. 3.5 The image capture camera must have a 4K image sensor with 4024 × 3036 pixels. 3.6 The image capture camera must have a standard resolution of 2880 × 2160. 3.7 The image capture camera must have a still resolution of 12000 x 9000. 3.8 The image capture camera must have a frame rate of 30 frames/second. 3.9 The focus view camera must be able to view the said objective lens and the target simultaneously for easy and intuitive focus adjustment. 3.10 The objective lens must have the magnification of 20x ~ 2500x. 3.11 The objective lens must be switched in automatic mode. 3.12 The lighting and observation unit must be able to provide functions of brightfield lighting, darkfield lighting, mixed lighting, transmitted light, polarized light, diffused light, differential interference contrast (DIC), glare removal, reflection removal, high dynamic range (HDR) imaging, multi-lighting, optical shadow effect mode, and fine-shot. 3.13 The multi-lighting function must be able to capture omnidirectional lighting data with the saved image and play it back later with the lighting direction changed. 3.14 The optical shadow effect mode must be able to make subtle contours stand out and enhance uneven surfaces and stains. 3.15 The fine-shot function must be able to remove the aberration characteristics of the said objective lens. 3.16 The stage must be able to move in X direction from 0 to 100 mm, Y direction from 0 to 100 mm, and Z direction from 0 to 50 mm. 3.17 The stage must be able to move in X, Y and Z direction in automatic mode. 3.18 The stage must be able to rotate from 0 to 360°. 3.19 The rotation must be indicated by a rotation angle sensor. 3.20 The objective lens must be able to tilt from -60° to 90°. 3.21 The tilt must be indicated by a tilt angle sensor. 3.22 The measurement and analysis software must be able to conduct 2D/3D image stitching, 2D/3D measurement, roughness measurement, edge detection, surface topography, grain and particle analysis, and contamination analysis. 3.23 The image stitching must be able to handle up to 50000 × 50000 pixels 3.24 The development tool must provide remote control dynamic link library (DLL) as application programming interface (API). 3.25 The development tool must be working in C, C++, C# and VB environment. 3.26 The digital microscope must be provided with a user manual in English in paper or digital format upon delivery of the equipment. 3.27 Training must be included 3.28 The training must be provided in English and during NRC-Vancouver’s work hours to a minimum of three users during commissioning. 3.29 The training must cover the following elements: operation, programming, and maintenance. 3.30 The digital microscope must be delivered and installed at: NRC-Vancouver site 4250 Wesbrook Mall Vancouver, BC V6T 1W5 3.31 The client, NRC-Vancouver site, will be responsible for the unloading. 3.32 Commissioning must be completed with a maximum of fifteen days following the delivery of the equipment to the Vancouver site. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreements: Agreement on Internal Trade (AIT) North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The Keyence 4K digital microscope VHX-7000 is the only known microscope on the market that meets or exceeds the mandatory requirements. Keyence Canada Inc. is the only distributer permitted to deliver to this location as per Keyence policies pertaining to territorial assignments. 6. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) Only One Person or Entity Capable of Performing the Contract. 7. The period of the proposed contract or the delivery date The machine must be delivered on or before March 31, 2020. 8. A cost estimate of the proposed contract The estimated value of the contract is $75,000.00 - $85,000.00 (not including tax). 9. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. The closing date for a submission of a statement of capabilities. The closing date and time for accepting statements of capabilities is January 28, 2020 at 2:00 pm PST. 12.
