    Purpose of this Advance Procurement Notice
    
    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements. Note that there is no guarantee that this project will proceed.
    
    Public Services and Procurement Canada (PSPC) will not be bound by anything stated herein and reserves the right to change anytime, any or all parts of the requirement, as it deems necessary. PSPC also reserves the right to revise its procurement approach, as it considers appropriate.
    
    Although contractors are not required to submit a response to this notice in order to participate in any later phases of the procurement process, we are asking contractors to express an interest of intent.
    
    Description of the Project
    
    Provide Janitorial Services for CFB Esquimalt, British Columbia
    
    This project will be set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual https://buyandsell.gc.ca/policy-and-guidelines/supply-manual/section/9#annex-9.4. 
    
    Description of the Services 
    
    The services for this project may include but are not necessarily limited to the following:
    
    1. Janitorial cleaning services;
    
    2. Deep cleaning, floor strip/refinishing and carpet cleaning; and
    
    3. Cleaning services for areas with active viral contaminants.
    
    Initiation of the procurement anticipated to occur in 2021.
    
    Submission of Responses 
    
    Respondents are asked to submit their responses by email to Adrianne.Dunsmore@tpsgc-pwgsc.gc.ca  
    
    Any response submitted will become the sole property of Canada and will not be returned to the contractor. The response will be used to assist Canada in further analyzing the presented requirement and, as such, may be used in the development of a future solicitation process.
    
    Response Costs
    
    Canada will not reimburse any respondents or any of their representatives for any overhead, costs or expenses incurred responding to any part of this notification.
    
    Industrial Security Related Requirements
    
    Before award of a contract the Proponent must hold a valid Security Clearance. 
    
    The Successful Proponent's personnel, as well as any subcontractor and its personnel, who are required to perform any part of the Work pursuant to the subsequent contract must meet the mandatory security requirement. 
    
    It is the responsibility of the successful proponent to ensure that the security requirements are met throughout the performance of the contract. Canada will not be held liable or accountable for any delays or additional costs associated with the successful bidder's non-compliance with the mandatory security requirement. 
    
    The following Industrial Security Requirements apply to the above-mentioned procurement:   
    
    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    
    2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
    
    3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    PSPC shall sponsor any potential vendors that do not presently have the level of security clearance indicated above so CISD can initiate procedures to conduct a security clearance. Interested suppliers desiring such sponsorship shall make such a request in writing to Adrianne.Dunsmore@tpsgc-pwgsc.gc.ca. 
    
    Feedback and responses related to this Notice are requested no later than 15 December, 2020. Feedback and responses received after this date may not be considered.
