    Nature of Requirements: 
    
    
    1. This NPP is issued pursuant to PWGSC Supply Arrangement (SA) # E60PQ-120001/xxx/PQ, and covers a requirement from the following Sub-Category(ies) of the SA: Rotary Office Chairs, Side Chairs. 
    
    2.  Veterans Affairs Canada (VAC) has a requirement for the purchase, delivery and installation of (41) of Sub-Category Rotary Office Chairs and (13) Side Chairs to Surrey BC by April 21, 2017.
    
    3. Veterans Affairs Canada (VAC) has a requirement for the purchase, delivery and installation of (14) of Sub-Category Rotary Office Chairs and (9) Side Chairs to Prince George BC by March 31, 2017.
    
    4. Client Search Tool (CST) search:
    
    Rotary Office Chair - PSAB, no headrest, standard back, adjustable lumbar support, swivel adjustable “T” arm (armrests), seat depth adjustable, seat and backrest lockable, tilt mechanism (seat and back) independently, Back Breathable/seat fabric.
    
    Side Chair - PSAB, 4 legs, with arms, stacking, back breathable/seat fabric
    
    5. This procurement is set aside under the federal government Procurement Strategy for Aboriginal Business. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, see Annex 9.4 of the Supply Manual.
    
    This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses. 
    
    Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement. 
    
    6. The bid solicitation is also open to suppliers who are not Supply Arrangement (SA) holders.  In order for new suppliers to bid on this solicitation, the new supplier must first qualify for a SA.  The process to qualify for a SA is detailed in RFSA # E60PQ-120001/B, E60PQ-120001/C and E60PQ-120001/D, and can be found on the Government Electronic Tendering Service (GETS - https://buyandsell.gc.ca/policy-and-guidelines/standard-acquisition-clauses-and-conditions-manual).  Canadais not required to delay the award of a resulting contract pending the evaluation of an arrangement and issuance of a SA by the PWGSC Supply Arrangement Authority. 
    
    7. This requirement is being sent directly to conforming PSAB SA suppliers. The list of products required by Canada is identified in the solicitation.
