    Background:  This requirement is for the provision of
    Engineering Assets Studies on an as and when requested basis
    during the period commencing 01 September 2012 to 31 August 2016
    for the Department of Public Works and Government Services
    Canada, Real Property Branch (RPB), Engineering Assets Strategy
    Sector (EASS) (hereinafter "PWGSC-RPB-EASS"), Vancouver, B.C. 
    
    PWGSC-RPB-EASS is the custodian of a portfolio of 20 major
    engineering assets and 70 marine assets across Canada.  The
    major engineering assets include seven bridges, four dam
    complexes, and nine specialized assets (such as the 835 km
    federal section of the Alaska Highway).  In the mid-1980s, the
    Nielsen Task Force on Program Review directed departments to
    divest of land, marine and transportation assets no longer
    required for program purposes.  This policy direction remains in
    place and applies to PWGSC-RPB-EASS engineering assets.
    
    Scope of Work:  Successful bidders must be capable of
    undertaking engineering advisory/consulting services in
    accordance with Annex A - Statement of Work. Services are to be
    provided for the six (6) regions within Canada (Pacific,
    Western, Ontario, National Capital Region, Quebec and Atlantic).
     Tasks will be undertaken at the request of the PWGSC-RPB-EASS
    Project Authority.  Successful bidders will be available upon
    request to undertake a wide variety of reports and studies. 
    PWGSC-RPB-EASS requires access to the widest range of expertise
    including the most experienced and senior personnel.
    
    The strategy is to manage engineering assets as a portfolio for
    stewardship and divestiture.  PWGSC-RPB-EASS will be undertaking
    in-depth studies, inspections and economic analyses to position
    the federal government to make prudent decisions and
    recommendations for the future of these assets.  PWGSC-RPB-EASS
    will be exploring all options including: divestiture to other
    levels of government; transfer to other federal entities; P3
    solutions; revenue opportunities; incentives; and other
    considerations.  Part of the program of work under portfolio
    management involves studies to undertake this review.
    
    The types of studies to be undertaken will be related to a
    specific asset as well as studies related to the portfolio. The
    work fits into the following categories:  economic analysis,
    financial analysis, traffic usage studies, engineering asset
    management plans - including development of multi year
    investment and expenditure plans, stakeholder analysis,
    strategic planning, divestiture analysis and options, investment
    analysis reports for engineering construction work and program
    and/or portfolio planning.
    
    It is anticipated that approximately four (4) Contracts with
    task authorizations will be awarded as a result of this Request
    for Proposal.  Only bids which are within 10 percent of the
    best-priced bid will be considered for one of these contracts.
    
    The total estimated utilization of all contracts together is
    $10,000,000.00, HST/GST included, over the contract period.
    
    The Work or a portion of the Work to be performed under each
    contract will be on an "as and when requested basis" using a
    Task Authorization (TA).  
    
    The requirement is subject to the provisions of the World Trade
    Organization - Agreement on Government Procurement (WTO-AGP),
    the North American Free Trade Agreement (NAFTA), and the
    Agreement on Internal Trade (AIT).
