Trade Agreement: Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Subsequent/Follow-on Contracts Comprehensive Land Claim Agreement: No Nature of Requirements: 31019-201878/A - Instrument Scientists SA Locke, Kelsey Telephone No. (250) 415-6020 Email address: Kelsey.locke@pwgsc-tpsgc.gc.ca Requirement: National Research Council Canada intends to establish a Supply Arrangement on behalf of the Space Exploration Branch of the Canadian Space Agency (CSA) for the services of dedicated Instrument Scientists. The Work involves providing Missions & Operations Support for the James Webb Space Telescope (JWST) program at the Space Telescope Science Institute (STScI) in Baltimore, Maryland as part of a cooperative agreement with the National Aeronautics and Space Administration (NASA) of the United States of America. Instrument Scientists will be required to support ground-system development for the Fine Guidance Sensor (FGS) and the Near Infrared Imager and Slitless Spectrograph (NIRISS). Supply Arrangements include a set of predetermined terms and conditions that will apply to any subsequent contracts. On-going Opportunity for Qualification: A Notice will be posted for the duration of the arrangement on the Government Electronic Tendering Service (GETS) to allow new Suppliers to become qualified. Existing qualified Suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement. Due to the resources required to evaluate the arrangements, Canada has reserved the right to conduct the arrangements in cycles, no less than bi-annually. The schedule below outlines the closing dates for each evaluation: Submission Closing Date January 24, 2020 at 2PM June 24, 2020 at 2PM January 24, 2021 at 2PM June 24, 2021 at 2PM January 24, 2022 at 2PM June 24, 2022 at 2PM Period of the Supply Arrangement: The period for awarding contracts under the Supply Arrangement is from date of award to January 2023. Trade Agreements: The requirement is subject to the provisions of the Canada Free Trade Agreement (CFTA), North American Free Trade Agreement (NAFTA), World Trade Organization (WTO-AGP) and Canada-European Union Comprehensive Economic and Trade Agreement (CETA). It is the responsibility of the Bidder to ensure that all addenda issued prior to solicitation closing have been obtained and addressed in the submitted bid. For further information, please refer to the solicitation documents. Debriefings: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. IMPORTANT NOTICE TO SUPPLIERS RE.
