Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: 31034-195466/A Locke (VIC), Kelsey Telephone No. - (250) 507-2482 REQUIREMENT: The vendor must supply and install a total Length=2.3 km (minimum) to Length=2.5 km (maximum), 288-core, single-mode G652.D, monolithic (i.e. single piece) All Dielectric Self-Supporting (ADSS) aerial fiber-optic cable at the NRC-Penticton site. This installation is for research into telescope timing and communications. PERIOD OF THE CONTRACT / DELIVERY DATES: The period of the Contract is from date of award to May 31, 2021, inclusive. All deliverables, including installation and testing must be completed on or before May 31, 2020. DELIVERY ADDRESS: National Research Council Canada 717 White Lake Road Kaleden, BC V0R 1H0 Canada MANDATORY SITE VISIT: It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at National Research Council Canada, 717 White Lake Road, Kaleden, BC V0R 1H0 on Wednesday, January 15, 2020. The site visit will begin at 10:00 a.m. PST, in the main NRC Building Foyer. Bidders must communicate with the Contracting Authority no later than Thursday, January 9, 2020 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. TRADE AGREEMENTS: The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). CANADIAN CONTENT: The requirement is conditionally limited to Canadian services. The evaluation team will determine first if there are two or more bids with a valid Canadian Content certification. In that event, the evaluation process will be limited to the bids with the certification; otherwise, all bids will be evaluated. If some of the bids with a valid certification are declared non-responsive, or are withdrawn, and less than two responsive bids with a valid certification remain, the evaluation will continue among those bids with a valid certification. If all bids with a valid certification are subsequently declared non-responsive, or are withdrawn, then all the other bids received will be evaluated. DEBRIEFINGS: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
