If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2) DEFINITION OF THE REQUIREMENT The Department of National Defense (DND) has a requirement for the supply of a Magnetic Signature Measurement and Analysis System in support of its requirements for magnetic silencing of its surface warship fleet at CFB Esquimalt, Victoria, British Columbia, Canada. The required Magnetic Signature Measurement and Analysis System includes the following items: ITEM 001: (Qty: 1 each) - Data Acquisition System with 1 Decaport NSN: N6625-99-820-0376 - NCAGE: U8515 Bartington P/N DAS1-10 Item Description: Item 001, the "DAS" is the central, computer based Data Acquisition and Analysis System which receives analogue inputs from 10 Magnetic Sensors (Item 006) during warship magnetic silencing treatments, converts the signals to valid magnetic field readings, displays the readings for operator analysis and builds a treatment file database. ITEM 002: (Qty: 2 each) - Impulse Connector Cable; Custom Cable; 40 meters, 5 twisted pairs; Impulse XSE-10-CCP at wet end; Amphenol 62GB-16J14-12PN at dry end NSN: N6150-99-483-7620 - NCAGE: U8515 Bartington P/N MAG-03RC Cable Wet Item Description: Item 002, the submersible portable cable, allows Magnetometer sensor units to be placed in temporary locations underwater at the bow and stern of warships undergoing treatment. ITEM 003: (Qty: 1 each) - Land Waterproof Extension Cable, 200 meters; 5 twisted pairs; Amphenol 62GB-11J14-12SN connector at sensor end, Hirose RM15-TPD-10S connector at Instrumentation end NSN: N6150-20-A0H-8363 - NCAGE: U8515 Bartington P/N MAG-03RC "Cable Extension Land 200m" Item Description: Item 003, the cable extension land, allows Magnetometer sensor units that have been placed in temporary locations at the bow and stern of warships undergoing treatment, to be connected to the "DAS" described at Item 001 or the "Magmeter" described at Item 005. ITEM 004: (Qty: 1 each) - Land Waterproof Extension Cable, 300 meters; 5 twisted pairs; Amphenol 62GB11J14-12SN connector at sensor end, Hirose RM15-TPD-10S connector at Instrumentation end NSN: N6150-20-A0H-8363 - NCAGE: U8515 Bartington P/N MAG-03RC "Cable Extension Land 300m" Item Description: Item 004, the cable extension land, allows Magnetometer sensor units that have been placed in temporary locations at the bow and stern of warships undergoing treatment, to be connected to the "DAS" described at Item 001, or the "Magmeter" described at Item 005. ITEM 005: (Qty: 2 each) - Magmeter Power Supply and Display Unit NSN: N5998-99-837-3825 - NCAGE: U8515 Bartington P/N "Magmeter" Item Description: Item 005, the "Magmeter", is a portable, ready to use sensing implement which can display magnetometer readings from one sensor item 006. It is meant to be used in interim ship depermings in the event that proper sensor arrays have not been installed. It lacks the advanced analysis and data storage capability of the DAS (Item 001) but is still a highly reliable instrument for conducting depermings. ITEM 006: (Qty: 14 each) - 3-Axis Range Magnetometer NSN: N6625-99-968-8803 - NCAGE: U8515 Bartington P/N MAG03RC300 with Impulse XSE-10-BCR connector Item Description: Item 006, the MAG03RC300 units are the sensor elements used to measure the ship's magnetic field before, during and after magnetic silencing treatment. They are designed for prolonged installation in permanent sensor arrays in the seabed and are intended to remain underwater with no requirement for servicing for a minimum of 5 years. The Magnetic Signature Measurement and Analysis System equipment must be rugged and easily deployable. Performance/Environmental requirements for the equipment are as follows: a) The Sensors must have a range installed MTBF of 75000 hours. This is especially critical of the Magnetometers (Item 006 or equivalent) which will be installed under the harbour seabed in installations that are prohibitively difficult to access for repairs and replacement. b) The Sensors must accurately measure magnetic field in 3 axes, with maximum error of 90 Nano-Teslas, over the range from -300 to +300 Micro-Teslas. c) The Sensors must be submersible to 2000m. d) The Sensors must operate over the range of -10o to +50o Centigrade. e) The Sensors must interface seamlessly with either the DAS (Item 001 or equivalent) or the Magmeters (Item 005 or equivalent) through the cabling system (Items 002, 003 and 004 or equivalents) provided. f) The Data Analysis System must be supplied to accept inputs from 10 Sensors, but will be expandable to accept up to 160 Sensors. g) The Data Analysis System must be designed for mounting in common, commercial, 19" rack mounts. h) The Data Analysis System must use PC Hardware, and be supplied with LabVIEW-based GUI and Analysis applications. i) The DAS must operate in temperatures between 0 degree and 55 degrees Centigrade. It must be storable in temperatures between -20 degrees and 70 degrees Centigrade. j) With 10 sensors in operation (30 data channels), the DAS must achieve a minimum of 16.67 kilo-samples per second, i.e. a bandwidth of 8.33 kHz. 3) CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) Any interested supplier must demonstrate by way of a statement of capabilities that its system equipment offering meets the performance and environmental requirements as described in Paragraph 2. Any interested supplier must demonstrate that they have either designed and installed, or supplied the hardware for, a minimum of 3 existing undersea magnetic signature range installations with any Navy clients. These ranges must be based on the DAS (Item 001 or equivalent) or a close internally designed and produced variant, and the MAG03RC300 (Item 006 or equivalent) or a close internally designed and produced variant. Any interested supplier must demonstrate that the signal/power electrical cabling systems they deliver with their range systems have been adapted for optimal use in magnetic sensing and analysis systems, whether the cabling systems are built on-site or from a separate vendor. 4) APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT This procurement is subject to the following trade agreements: - Agreement on Internal Trade (AIT) - North American Free Trade Agreement (NAFTA) 5) SET-ASIDE UNDER THE PROCUREMENT STRATEGY FOR ABORIGINAL BUSINESS Not Applicable 6) COMPREHENSIVE LAND CLAIM AGREEMENT(S) Not Applicable 7) JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER The Vendor, Bartington Instruments, is the only known supplier whose existing product offerings include affordable, high performance Sensor and Analysis implements that can accomplish all the following criteria: The Vendor is the only known supplier who can deliver a System that will meet the performance, environmental, and capability requirements as described in Paras 2 and 3. The Vendor's Sensor offerings can be used in a portable, "interim" Sensor and Analysis fit. In this use of the equipment, magnetometers are dangled from the bow and stern of the ship and their outputs are fed to the treatment control centre which is moored close to the ship undergoing treatment. The same Sensor offerings as used in the portable system are equally effective, and perfectly suited for use in a permanent sensor array wherein the Sensors are installed in enclosures in the seabed. This ensures complete inter-operability of the permanent and interim Magnetic Signature Measurement and Analysis Systems. The Vendor is the only known supplier that offers a turnkey Data Analysis System featuring the same GUI and analytical tools that are presently used by DND's Range personnel. The Vendor is the only known supplier that has enforced internal design stewardship of the cabling systems needed to interface their sensing elements and analytical instrumentation. The Vendor is the only known supplier that can be the single contractual source of delivery for the entire Magnetic Signature Measurement and Analysis System. 8) GOVERNMENT CONTRACT REGULATIONS EXCEPTION(S): The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) "only one person is capable of performing the work". 9) EXCLUSIONS AND/OR LIMITED TENDERING REASONS The following limited tendering reasons are invoked under the: - Agreement on Internal Trade (AIT) - Article 506.12(a) "to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licenses, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative"; - North American Free Trade Agreement (NAFTA) - Article 1016.2(b) "where for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists"; and 10) OWNERSHIP OF INTELLECTUAL PROPERTY Together with the DAS hardware (Item 001 or equivalent) the Contractor will deliver a basic, fundamentally simple data acquisition and analysis software system which will operate from a LabVIEW GUI based application. It is highly likely that this GUI will be enhanced and customized to fulfil the requirements of DND Range Personnel. These enhancements and customizations will be developed at DND expense, using DND resources, and therefore will become the Intellectual Property of the Crown. 11) PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE Delivery will be FCA Free Carrier at Contractor's facility Incoterms 2000. All deliverables must be ready for pickup by DND's designated carrier from the Contractor's facilityby NO EARLIER THAN 01 APRIL 2014 but no later than 30 April 2014. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
