    SUMMARY: 
    
    To supply, deliver, install, and provide on-site training and warranty services for one (1) Ultra High Performance Liquid Chromatography (UHPLC) System to the Department of Fisheries and Oceans (DFO), Institute of Ocean Sciences (IOS), 9860 West Saanich Road, Sidney, British Columbia, Canada, V8L 4B2, in accordance with the requirement detailed in the solicitation document.
    
    Bidders may submit a bid for the UHPLC only (Item B.1 at Annex B - Firm Requirement), or for the Microwave Digestive System only (Item B.2 at Annex B - Optional Requirement), or for both items.
    
    All the deliverables (firm requirement and optional requirement) including all on-site installation and training services must be received on or before March 31, 2020 (MANDATORY).
    
    All enquiries must be submitted in writing to the Contracting Authority no later than Wednesday Decembre 11, 2019 at 2:00PM Pacific Standard Time (PST). Enquiries received after that time may not be answered.
    
    The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, Delivered Duty Paid (DDP) Sidney BC Canada V8L 4B2, shipping charges, Canadian customs duties, and excise taxes included.
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price on an item by item basis will be recommended for award of a contract.
    
    The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), the Canadian Free Trade Agreement (CFTA), the Canada - Chile Free Trade Agreement (CCFTA), the Canada - Colombia Free Trade Agreement, the Canada - Honduras Free Trade Agreement, the Canada - Korea Free Trade Agreement, the Canada - Panama Free Trade Agreement, and the Canada - Peru Free Trade Agreement (CPFTA).
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    Due to the nature of the bid solicitation, bids transmitted by facsimile to PWGSC will not be accepted.
